Duties and Responsibilities: The Assistant Information Systems Officer will be responsible for the following duties:
Planning and directing major systems projects of significant importance to the institution.
Identifying the need for new systems or modifications to existing systems.
Developing plans for feasibility assessments, requirements specifications, design, development, and implementation.
Developing cost proposals for contractual services and managing contracts.
Tracking and monitoring project progress against established plans and quality measures.
Liaising with users throughout all phases of development and implementation.
Providing professional leadership and direction to project teams and mentoring junior staff.
Overseeing the development of document and database structures. 1
Developing and monitoring information standards and guidelines. 1
Preparing technical and user documentation and training materials. 1
Analyzing data to identify trends and provide insights for decision-making.
Required Qualifications: Candidates must possess a first-level university degree in computer science, information systems, mathematics, statistics, or a related field. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is highly desirable. Additionally, candidates should have a strong understanding of systems design, development, and management, as well as the ability to oversee large institutional systems and analyze critical systems matters.
Educational Background: A first-level university degree (Bachelor’s degree or equivalent) in a relevant field is required. Candidates with additional qualifications in data analytics, business analytics, or data science will have an advantage. This educational background is essential for understanding the complexities of information systems and their application in customs and international trade.
Experience: A minimum of nine years of progressively responsible experience in planning, design, development, implementation, and maintenance of computer information systems or related areas is required. This experience is reduced to seven years for candidates with a second-level university degree (master's or higher). Additionally, two years or more of experience in data analytics or a related area is desirable, along with experience in an automated customs environment and supporting international organization technical cooperation programs.
Languages: English and Spanish are required for this position. English is required at UN Level II for reading, writing, listening, and speaking. Spanish is required at UN Level III for the same skills. Proficiency in both languages is essential for effective communication and collaboration within the United Nations framework.
Additional Notes: This position is a project-funded temporary role initially available for three months, with the possibility of extension based on project continuation, availability of funds, and satisfactory performance. The eligibility for this temporary job opening is limited to candidates based at the duty station in Caracas.
