Job Overview:
The Senior Procurement Specialist position at the World Bank involves supporting procurement reforms and fiduciary services for Bank-financed projects in Togo. The role requires a highly organized and experienced professional who can work independently under the guidance of the Accredited Procurement Manager. The specialist will play a leadership role in advising clients and colleagues on complex procurement tasks, ensuring compliance with fiduciary and quality controls, and promoting innovations in procurement policies. The position also entails engaging in dialogue regarding the modernization of the public procurement system, including aspects such as green procurement and the professionalization of procurement staff. The Senior Procurement Specialist will contribute to the development of client country procurement systems, ensuring value for money in public procurement and enhancing service delivery outcomes.

Duties and Responsibilities:
The Senior Procurement Specialist will be responsible for organizing and delivering procurement services in Togo, ensuring appropriate fiduciary controls and consistent policy application. Key duties include leading complex procurement tasks, advising on procurement policy, supporting client countries in achieving value for money, and contributing to procurement reform dialogues. The specialist will conduct reviews of procurement aspects in Bank documents, handle procurement cases subject to reviews, and develop Project Procurement Strategies for Development. Additionally, the role involves leading innovative procurement missions, utilizing electronic tools for tracking performance metrics, and designing capacity-building workshops for Bank staff and clients. The specialist will also engage with various stakeholders, including government officials and procurement specialists, to ensure effective collaboration and knowledge dissemination.

Required Qualifications:
Candidates must possess a Master’s degree in a relevant field such as business administration, engineering, finance, commerce, law, or procurement, along with a minimum of 8 years of relevant experience as a Procurement Specialist. A deep understanding of international procurement concepts and practices is essential, as well as the ability to translate these concepts into operational work. Candidates should demonstrate high levels of integrity, strong team management skills, and the ability to build effective working relationships in a multi-cultural environment. Knowledge of procurement reforms in developing countries and proficiency in data analytics are also required.

Educational Background:
A Master’s degree in a relevant field is mandatory for this position. Relevant fields include business administration, engineering, finance, commerce, law, or procurement. This educational background is crucial for understanding the complexities of procurement processes and the regulatory frameworks that govern them.

Experience:
The position requires a minimum of 8 years of relevant experience in public procurement, particularly in the context of Donor/MDB financed projects. Experience in mentoring and guiding staff, as well as designing training initiatives, is also important.

Languages:
