Job Overview: The FAO Representative (FAOR) is responsible for managing the FAO country program, office, resources, and staff in Dar es Salaam, United Republic of Tanzania. Reporting to the director-general" style="border-bottom: 1px dotted #007bff !important;">Assistant Director-General/Regional Representative (ADG/RR), the FAOR works closely with the Regional Leadership Team and is supported by technical, administrative, and operational staff from the Regional/Subregional Office and headquarters. The FAOR is tasked with leading FAO's response to national priorities and sustainable development challenges, advocating for actions that accelerate the realization of the Sustainable Development Goals (SDGs) as outlined in FAO's Country Programming Framework (CPF). The role involves representing FAO in national forums, facilitating access to FAO's knowledge resources, and leading emergency response efforts in collaboration with national authorities and the UN Country Team. The FAOR also plays a vital role in developing and operationalizing the CPF derived from the United Nations Sustainable Development Cooperation Framework (UNSDCF), ensuring alignment with national priorities and stakeholder consultations.
Duties and Responsibilities: The FAOR has a comprehensive set of duties and responsibilities, including: representing FAO towards national authorities and stakeholders; advocating for FAO's policy positions in national forums and media; supporting UN joint communication efforts; leading emergency response preparedness and coordination; developing the CPF and Country Work Plan in consultation with national stakeholders; analyzing the country situation and providing updates for the UN Common Country Analysis; mobilizing resources and establishing partnerships with governments, donors, and NGOs; ensuring effective management and monitoring of programs in compliance with corporate policies; overseeing the implementation of FAO programs and projects; managing the Country Office and ensuring efficient use of human and financial resources; and promoting staff development and adherence to FAO's ethical standards and policies.
Required Qualifications: Candidates must possess an advanced university degree (Master's degree or equivalent) in a relevant field such as agriculture, forestry, fishery, or rural development. A minimum of ten years of relevant experience in planning, formulation, implementation, monitoring, and evaluation of field programs is required. Additionally, candidates must have a working knowledge (proficiency - level C) of English and intermediate knowledge (intermediate proficiency - level B) of another official FAO language (Arabic, Chinese, French, Russian, or Spanish).
