Job Overview: The Procurement Specialist position at the World Bank Group is a critical role within the Governance Global Practice (GGP), specifically within the Procurement Department. The Procurement Specialist will work closely with the Procurement Team Leader and will be responsible for ensuring that procurement processes are efficient, transparent, and aligned with the World Bank's standards. Duties and Responsibilities: The Procurement Specialist will have a comprehensive set of responsibilities, including:
Providing technical fiduciary services on procurement activities and engaging in policy dialogue to strengthen procurement systems in client countries.
Supporting clients in achieving value for money (VFM) in public procurement to enhance service delivery and development outcomes.
Reviewing technical, commercial, and legal aspects of procurement at all stages of the project cycle, in consultation with relevant departments.
Utilizing analytical tools to understand procurement markets and define effective procurement strategies.
Participating in missions and developing practical approaches to procurement while addressing complex policy and operational issues.
Preparing and commenting on draft operational directives and policy papers, as well as producing major reports.
Contributing to procurement reform dialogue and supporting the development of client country procurement systems.
Reviewing procurement cases and preparing relevant memos for management review.
Assisting borrowers with procurement complaints and contract implementation management. 1
Ensuring the use of electronic tools to track exchanges with clients and monitor key fiduciary metrics. 1
Designing and delivering capacity-building workshops for Bank staff and borrowers. 1
Interacting with team leaders, government officials, and specialists in public sector and financial management.
Required Qualifications: Candidates for the Procurement Specialist position must meet several qualifications, including:
A Master’s degree in a relevant field such as engineering, commerce, law, or procurement.
A minimum of 5 years of relevant experience in public procurement or donor/MDB financed project procurement.
Strong knowledge of international procurement principles and practices, with the ability to apply these concepts operationally.
Experience in infrastructure projects, particularly in transport and energy, is preferred.
Ability to work sensitively in a multicultural environment and build effective relationships with clients and colleagues.
High levels of integrity and professionalism.
Excellent command of the English language, both written and spoken.
Familiarity with institutions and procurement reforms in borrower countries.
Knowledge of e-Government Procurement Systems is an added advantage. 1
