Job Overview: The Supply Chain Officer (SCO) will be responsible for overseeing and managing supply chain activities within the Country Office (CO) in Libya. This role involves strategic planning for supply chain-related activities, ensuring that quality goods and services are delivered to beneficiaries in a timely and cost-effective manner. The SCO will conduct logistics capacity assessments and market research to inform decision-making, analyze statistical data, and monitor local market trends. The position requires close collaboration with internal and external stakeholders, including the Regional Office (RO) and Supply Chain Division (SCD) at Headquarters (HQs). The SCO will also be responsible for preparing regular progress reports and statistical information, contributing to the management of procurement, warehouse management, transport, distribution, and logistics information management. The role includes identifying supply chain bottlenecks and proposing optimizations to ensure efficient service delivery. The SCO will also provide training and guidance to relevant staff, ensuring adherence to policies and regulations, and will actively participate in UN inter-agency meetings related to supply chain management.
Duties and Responsibilities:
Coordinate and monitor all supply chain management tasks, including planning, budgeting, scheduling, and provision of goods and services needed by the CO.
Conduct logistics capacity assessments and market research to keep decision-makers informed about local market trends.
Prepare regular progress reports and statistical information as required.
Manage supply chain activities, including procurement, warehouse management, transport, distribution, fleet, assets, and facilities management.
Identify supply chain bottlenecks and propose process optimizations.
Review procurement requests, identify service providers, and evaluate vendor performance.
Solicit bids, oversee the bidding process, and support procurement transactions.
Ensure compliance with procurement rules and regulations during bidding processes.
Submit timely reports on assets, procurement, and other relevant activities. 1
Establish and manage internal control mechanisms for the supply chain process. 1
Support maintenance and repair of office facilities and establish maintenance agreements with service providers. 1
Provide training and guidance to SCM staff and support their professional development. 1
Engage in UN inter-agency meetings related to supply chain management and collaborate on resource sharing.
Required Qualifications:
Master’s degree in Business Administration, Supply Chain Management, Logistics, Procurement, or a related field from an accredited institution with two years of relevant professional experience; or a University degree in the above fields with four years of relevant professional experience.
Extensive knowledge of IOM/UN internal procurement and financial rules.
Excellent computer literacy and knowledge of Oracle Enterprise Resource Planning (ERP) is an advantage.
Demonstrated experience in training and supervising teams, managing vendors, and suppliers.
Educational Background: Candidates must possess either a Master’s degree in Business Administration, Supply Chain Management, Logistics, Procurement, or a related field from an accredited academic institution, or a University degree in the same fields with additional years of relevant professional experience. Accredited universities are those listed in the UNESCO World Higher Education Database, ensuring that candidates have received a recognized and quality education that prepares them for the complexities of supply chain management in an international context.
Experience: Candidates should have a minimum of two years of relevant professional experience in managing diverse procurement and logistics operations if they hold a Master’s degree, or four years of experience if they hold a University degree. Experience should include training and supervising teams, managing vendor relationships, and overseeing procurement processes. This experience is crucial for ensuring that the Supply Chain Officer can effectively navigate the challenges of supply chain management in a dynamic environment.
Languages: Fluency in English is required for this position, both oral and written. Working knowledge of another official UN language, such as Arabic, Chinese, French, Russian, or Spanish, is considered an advantage. Proficiency in the required languages will be evaluated during the selection process, which may include written and/or oral assessments to ensure candidates can effectively communicate in a multilingual environment.
Additional Notes: The position is a Special Short-term contract for an initial duration of 6 months, with the possibility of extension based on performance and funding availability. The role is classified at the P-2 grade level, indicating a professional level of responsibility. Candidates must be mobile and willing to relocate as necessary. The selection process may also be used to fill similar positions in various duty stations, and recommended candidates will remain eligible for appointment in similar roles for a period of 24 months.
