Job Overview:
The Economic Recovery and Development (ERD) Coordinator is a pivotal role within the IRC Ukraine, responsible for overseeing the strategic direction and implementation of ERD programming. This includes managing cash assistance programs, livelihoods initiatives, and ensuring integration with Ukraine's social protection systems. The ERD Coordinator will lead the entire program management cycle, from design and planning to implementation, monitoring, and evaluation. They will work closely with IRC staff and partners to ensure that interventions are context-appropriate and aligned with national systems and international standards. The role involves engaging with donors and stakeholders, designing programs, and overseeing resource development efforts for ERD initiatives. The ERD Coordinator will also represent IRC in coordination forums and provide capacity building for field staff and partners, ensuring high-quality program implementation and continuous improvement of ERD interventions.

Duties and Responsibilities:
The ERD Coordinator will lead the management of a complex ERD portfolio, ensuring effective delivery through IRC and partner organizations. Key responsibilities include developing clear objectives for the ERD strategy, coordinating activities across sectors, establishing monitoring and evaluation mechanisms, engaging with donors, and facilitating capacity-building opportunities. The Coordinator will uphold technical quality standards throughout all project stages, develop evidence-based project designs, conduct field visits, and collaborate with technical advisors to integrate priorities into program design. They will also take a lead role in program development, proposal writing, stakeholder engagement, and advocacy, ensuring IRC's visibility and support for ERD issues. Additionally, the Coordinator will supervise and develop staff, maintain professional relationships, and ensure adherence to IRC's standards and policies.

Required Qualifications:
Candidates must possess a minimum of a Bachelor’s degree in Economics, Finance, Business Administration, or a related field. They should have at least 5 years of relevant work experience in cash and voucher assistance, livelihoods, social protection, or early recovery programs. Experience in supervising a multi-disciplinary team in a cross-cultural setting, emergency preparedness and response, capacity building, and grant management is essential. Proficiency in computer programs such as MS Word, Excel, and PowerPoint is required. Candidates should demonstrate personal qualities such as being a team player, flexible, and capable of handling pressure. Familiarity with donor regulations and experience working with UN agencies and NGOs is also necessary.

Educational Background:
A Bachelor’s degree in a relevant field such as Economics, Finance, or Business Administration is required. Advanced degrees or specialized training in humanitarian assistance, social protection, or related areas may be advantageous.

Experience:
The position requires a minimum of 5 years of relevant experience in fields such as cash and voucher assistance, livelihoods, and social protection. Candidates should have a proven track record in managing projects, supervising teams, and working in emergency contexts. Experience in capacity building and mentoring staff is also critical, along with demonstrated skills in grant management and proposal writing.

Languages:
Fluency in spoken and written English is mandatory. Proficiency in Ukrainian or Russian may be advantageous but is not explicitly required.
