Job Overview:
The Operations Support position at the WHO Country Office in Vilnius is designed to provide essential support in various operational areas, including finance, human resources, procurement, logistics, and information technology management. The incumbent will work under the supervision of an operations professional or higher-level support staff, contributing to the efficient delivery of services and transactions. This role is crucial in ensuring that WHO's operational processes are aligned with business plans and adhere to established rules and regulations. The position requires a proactive approach to identifying areas for improvement in service delivery, enhancing client satisfaction, and promoting operational efficiency. The incumbent will also engage in training activities to support staff and clients in understanding operational procedures and best practices.

Duties and Responsibilities:
The incumbent will be responsible for a variety of tasks, including but not limited to: supporting the delivery of services in specialized operational areas such as finance, human resources, procurement, and information technology; sharing information with clients and partners regarding procedures and regulations; maintaining consistency in service delivery; escalating process improvement suggestions to supervisors; providing financial support services, including budget administration and financial monitoring; assisting in human resources functions such as recruitment and onboarding; managing procurement processes and supplier relationships; offering IT support for daily operations; overseeing logistics and transportation administration; and managing inventory and organizational assets. The role also involves travel administration, including processing requests and coordinating travel arrangements.

Required Qualifications:
Candidates must possess a completion of secondary education and relevant training or certification in operational service areas. Essential qualifications include a minimum of three years of relevant work experience in administering support services in operational areas such as finance, human resources, procurement, or information technology management. Desirable qualifications include experience in administrative support roles within WHO or other UN agencies and familiarity with Oracle-based systems or other enterprise resource planning systems. Strong interpersonal skills and the ability to adapt to competing priorities in a fast-paced environment are also essential.

Educational Background:
The educational background required for this position includes the completion of secondary education. Additional training and certification in operational service areas or systems are essential to effectively perform the duties associated with this role.

Experience:
The position requires a minimum of three years of relevant work experience in operational support services, including finance, human resources, procurement, and information technology management. Candidates with experience in administrative support roles within WHO or other United Nations agencies will be preferred. Familiarity with Oracle-based systems or other enterprise resource planning systems is also desirable.

Languages:
Essential language requirements include expert knowledge of English and the local language. Desirable language skills include intermediate knowledge of French, Russian, and/or German, which would be beneficial in a multilingual work environment.

Additional Notes:
This position is classified as 80% of full-time employment, with an annual base salary starting at EUR 15,083, subject to mandatory deductions for pension contributions and health insurance.
