Job Overview: The Finance and Administration Officer position is crucial for the effective management of the financial and administrative functions of the IOM Country Office in Lithuania. The successful candidate will work under the direct supervision of the Head of Office in Vilnius and will also coordinate with various departments and offices within IOM, including the Senior Sub-Regional Resources Management Officer in Brussels and the Regional Office in Vienna. This role involves overseeing the financial management of the Country Office, ensuring compliance with donor agreements, and maintaining the integrity of financial reporting. The officer will also be responsible for managing human resources, procurement, and logistics, ensuring that all operations align with IOM's policies and regulations. The position requires a proactive approach to financial oversight, budget preparation, and internal controls to safeguard the organization's assets and prevent fraud.
Duties and Responsibilities: The Finance and Administration Officer will be responsible for a comprehensive set of duties, including but not limited to: managing and monitoring financial activities, overseeing budgetary processes, and ensuring compliance with IOM regulations. The officer will assist in the preparation of annual budgets, monitor cash flows, and validate financial expenditures. They will also contribute to the preparation of financial reports for projects and donors, ensuring accuracy and adherence to established procedures. Additionally, the officer will manage human resources functions, including recruitment and personnel administration, and oversee procurement and logistics services. The role requires the ability to analyze variances between budgeted and actual expenditures, recommend improvements to internal controls, and ensure the effective management of the Country Office's assets and resources.
Required Qualifications: Candidates must possess a Master's degree in Finance, Accounting, Business Administration, Management, or a related field from an accredited institution. Alternatively, a University degree in the aforementioned fields combined with two years of relevant professional experience is acceptable. Professional certifications such as Chartered Accountant (CA), Certified Public Accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) are considered advantageous. Candidates should demonstrate a strong understanding of financial management principles and practices, as well as familiarity with international accounting standards.
Educational Background: The educational background required for this position includes a Master's degree in a relevant field such as Finance, Accounting, Business Administration, or Management from an accredited academic institution. Candidates with a Bachelor's degree in these fields will also be considered if they have two years of relevant professional experience. Accreditation from recognized institutions listed in the UNESCO World Higher Education Database is essential for the educational qualifications to be valid.
Experience: The ideal candidate should have extensive experience in financial administration, including financial management, accounting, budgeting, and auditing. Experience in human resources management, procurement, and logistics is also required. Familiarity with Enterprise Resource Planning (ERP) systems is essential, and prior experience working in an international organization is highly desirable. The candidate should be able to demonstrate a track record of effectively managing financial operations and ensuring compliance with organizational policies and regulations.
Languages: Fluency in English, both oral and written, is mandatory for this position. Proficiency in Lithuanian is highly desirable and considered an advantage. Knowledge of IOM's official languages, which include English, French, and Spanish, is beneficial. Language proficiency will be evaluated during the selection process, which may include written and/or oral assessments to ensure candidates meet the required standards.
Additional Notes: The position is subject to funding confirmation, and any offer made to the candidate will depend on this. The selection process may also be used to fill similar positions in various duty stations, and recommended candidates will remain eligible for appointment in similar roles for a period of 24 months. Appointment is contingent upon certification of medical fitness, verification of residency, visa, and necessary authorizations by the relevant government authorities.
