Job Overview:
The evaluator will be responsible for assessing the impact of a road safety project implemented by ESCWA in three Arab countries: Lebanon, Tunisia, and Qatar. The evaluation aims to determine how the project has contributed to achieving its intended results, the pathways to these results, and any unintended outcomes that may have emerged during implementation. The evaluator will utilize a mixed-method approach to gather evidence and provide actionable recommendations for future projects. The evaluation will cover the period from January 2022 to January 2026 and will focus on various criteria including relevance, effectiveness, efficiency, impact, and sustainability. The evaluator will also ensure that gender equality, human rights, and environmental sustainability are integrated into the evaluation process.

Duties and Responsibilities:
The evaluator will conduct a systematic assessment of the project’s performance, focusing on its relevance, coherence, effectiveness, efficiency, impact, and sustainability. Key responsibilities include:
  • Developing a Theory of Change (ToC) for the project results and testing causal links using available evidence.
  • Conducting interviews, focus groups, and surveys with stakeholders to gather qualitative and quantitative data.
  • Analyzing the extent to which gender, human rights, disability inclusion, and environmental concerns were incorporated into the project.
  • Providing evidence-based recommendations for strategic planning and risk management.
  • Ensuring compliance with ESCWA’s Evaluation Policy and UNEG Norms and Standards for Evaluation.
  • Preparing an Inception Report outlining the evaluation methodology and refined evaluation questions.
  • Submitting a Final Evaluation Report that aligns with the UNEG Quality Checklist for Evaluation Reports.

Required Qualifications:
Candidates must possess a Master's degree in management, evaluation, or a related field. A minimum of five years of experience in conducting impact evaluations, particularly with Arab governmental bodies, is required. Experience in road safety issues is desirable. Candidates should demonstrate excellent oral and written communication skills, with the ability to convey complex information clearly to both governmental and UN audiences. Additionally, candidates must submit a copy of their educational degree as part of the application process, as incomplete applications will not be reviewed.

Educational Background:
The position requires an advanced university degree (master’s degree or equivalent) in social sciences, development studies, management, international relations, economics, or any other related field. This educational background is essential for understanding the complexities of the evaluation process and the socio-economic context of the Arab region.

Experience:
The evaluator should have a minimum of five years of relevant experience in conducting impact evaluations, particularly in projects involving Arab governmental bodies. Experience in road safety issues is considered an asset, as it will provide valuable insights into the specific challenges and opportunities within this field. The evaluator should also have a proven track record of working with diverse stakeholders and managing complex evaluation processes.

Languages:
Fluency in English is required for this position, as it is one of the working languages of the United Nations Secretariat. Fluency in Arabic is desirable, given that it is a working language of ESCWA. Candidates should demonstrate proficiency in all four areas of language use: speaking, reading, writing, and understanding. Knowledge of French is also beneficial, as it is another working language of the UN.
