Job Overview: The Independent Consultant will be tasked with providing a comprehensive analysis of the REDD+ implementation process in the Democratic Republic of Congo (DRC). This role involves assessing various policies developed, the level of investment from funding partners, and the interventions made by different stakeholders. The consultant will work closely with government agencies, including the CNREDD and FONAREDD, and consult a range of stakeholders, including funding and implementing partners, as well as program beneficiaries. The analysis aims to highlight the strengths and weaknesses of the REDD+ process, ultimately informing decision-makers on prioritizing the next steps in the implementation process. The consultant will also evaluate the effectiveness of existing governance structures and financial mechanisms related to REDD+, ensuring that the findings contribute to the overall improvement of the REDD+ strategy in DRC.
Duties and Responsibilities: The consultant will undertake a variety of tasks, including: conducting a comprehensive mapping of stakeholders involved in the REDD+ process, assessing their contributions, and identifying successes and setbacks. They will review the technical capabilities of government entities, analyze financial flows, and assess the progress against the National REDD+ Strategy objectives. The consultant will also evaluate benefit-sharing arrangements, the legal environment for REDD+ finance, and the transparency of results-based payment schemes. Additionally, the consultant will provide insights on lessons learned from existing projects and assess the adequacy and efficiency of financial management systems. They will work under the guidance of the UNEP REDD+ Implementation Advisor and collaborate with various stakeholders to ensure a thorough analysis of the REDD+ process in DRC.
Required Qualifications: Candidates must possess an advanced university degree (Master’s or equivalent) in Environmental Science, Forestry, Climate Change, Geography, Sustainable Development, or a related field. Alternatively, a first-level university degree (Bachelor’s or equivalent) in the aforementioned fields, combined with two additional years of relevant experience, may be accepted in lieu of an advanced degree. Candidates should have at least five years of experience in project or program management activities, preferably in REDD+, climate change, forestry, or environmental management. A thorough understanding of the political economy of the Eastern Africa region, particularly DRC, and experience working with African governments is desirable. Familiarity with international and national regulatory frameworks related to REDD+, carbon markets, and multistakeholder initiatives is also preferred.
Educational Background: An advanced university degree (Master’s or equivalent) in Environmental Science, Forestry, Climate Change, Geography, Sustainable Development, or a related field is required. A first-level university degree (Bachelor’s or equivalent) in the above-mentioned fields with an additional two years of relevant experience can be accepted in lieu of an advanced degree.
Experience: Candidates should have a minimum of five years of experience in project or program management activities, with a focus on REDD+, climate change, forestry, or environmental management. Experience working with African governments and a thorough understanding of the political economy of the Eastern Africa region, especially DRC, is highly desirable. Familiarity with international and national regulatory frameworks related to REDD+ and carbon markets is also beneficial.
Languages: Fluency in spoken and written French is required, as it is one of the working languages of the United Nations Secretariat. Proficiency in spoken and written English is desirable, and knowledge of any other official UN languages is considered an asset.
Additional Notes: The position is expected to last for three months, and the consultant will work closely with various stakeholders engaged in the REDD+ process. The United Nations does not charge any fees at any stage of the recruitment process, ensuring a transparent and equitable hiring process.
