Job Overview: The position of National Consultant for the Final Evaluation of the PACoSo PEV-LCT is a critical role within the UNDP framework, aimed at assessing the outcomes and impacts of the PACoSo project. The consultant will be responsible for conducting a comprehensive evaluation that includes analyzing project implementation, outcomes, and lessons learned. This evaluation is essential for understanding the effectiveness of the project and for informing future initiatives. The consultant will work closely with UNDP staff and stakeholders to gather data, conduct interviews, and analyze findings. The role requires a deep understanding of evaluation methodologies and the ability to synthesize complex information into actionable recommendations. The consultant will also be expected to prepare a detailed report summarizing the evaluation findings and presenting them to relevant stakeholders.
Duties and Responsibilities: The duties and responsibilities of the National Consultant include:
Developing an evaluation framework and methodology that aligns with UNDP standards.
Conducting a thorough review of project documentation, including reports, proposals, and monitoring data.
Engaging with stakeholders through interviews, focus groups, and surveys to gather qualitative and quantitative data.
Analyzing data to assess the effectiveness, efficiency, relevance, and sustainability of the PACoSo project.
Identifying lessons learned and best practices that can inform future projects.
Preparing a comprehensive evaluation report that includes findings, conclusions, and recommendations.
Presenting the evaluation results to UNDP and other stakeholders in a clear and concise manner.
Ensuring that the evaluation process adheres to ethical standards and respects the confidentiality of participants.
Required Qualifications: The required qualifications for this position include:
A Master's degree in social sciences, development studies, or a related field.
Proven experience in conducting evaluations, particularly in the context of international development projects.
Strong analytical skills and the ability to interpret complex data.
Excellent written and verbal communication skills in both French and English.
Familiarity with UNDP policies and procedures related to project evaluation.
Ability to work independently and manage time effectively to meet deadlines.
Educational Background: Candidates must possess a Master's degree or higher in a relevant field such as social sciences, development studies, public administration, or a related discipline. A PhD is an advantage but not mandatory. The educational background should provide a solid foundation in research methodologies, evaluation techniques, and development theory.
Experience: Candidates should have a minimum of 5 years of professional experience in evaluation, research, or related fields, preferably within the context of international development. Experience working with UN agencies or similar organizations is highly desirable. The consultant should demonstrate a track record of successfully completing evaluations and producing high-quality reports.
Languages: Fluency in French is mandatory, as the evaluation will involve working with French-speaking stakeholders and documentation. Proficiency in English is also required to ensure effective communication with UNDP staff and international partners. Knowledge of additional languages spoken in the region would be considered an asset.
Additional Notes: This position is for an individual contractor and is expected to be a full-time engagement for the duration of the evaluation process. The contract duration will be specified in the Terms of Reference (TDR). The consultant will be required to submit their proposals through the UNDP supplier portal, and all communications regarding the evaluation must be conducted through the portal's messaging system. Compensation will be based on the consultant's qualifications and experience, in accordance with UNDP's remuneration policies.
