Job Overview: The Portfolio Coordinator will play a pivotal role in managing and coordinating the Environment and Climate Change portfolio within the UNDP Samoa Multi-Country Office. This position requires a seasoned professional who will lead a team responsible for the implementation of various projects aimed at addressing environmental and climate-related challenges in the Pacific Islands. The Coordinator will work closely with government entities, project partners, and vendors to ensure that project activities align with UNDP policies and the strategic goals of the organization. The role involves providing strategic and policy advisory support to management, ensuring effective integration of workstreams, and delivering key project milestones. The Coordinator will also be responsible for outreach activities, engaging with national and international stakeholders, and preparing reports and policy briefs to communicate progress and findings effectively.
Duties and Responsibilities: The Portfolio Coordinator will oversee the overall management and coordination of the Environment and Climate Change portfolio, ensuring that all projects are implemented in accordance with the established framework and UNDP policies. Key responsibilities include:
Leading and supervising the portfolio implementation team, ensuring effective collaboration with project partners and stakeholders.
Managing the day-to-day operations of the portfolio, including planning, budgeting, monitoring, and evaluation.
Monitoring portfolio expenditures and making necessary adjustments to budgets to achieve utilization targets.
Conducting risk management for all projects, tracking risks, and implementing mitigation measures as needed.
Developing partnerships with government institutions, civil society, and donors to enhance resource mobilization and project sustainability.
Coordinating stakeholder engagement and communication strategies to promote visibility and advocacy for the portfolio.
Facilitating portfolio/project board meetings and ensuring timely reporting on progress and results.
Leading the preparation of synthesis reports, policy briefs, and other communication materials for various stakeholders.
Required Qualifications: Candidates must possess an advanced university degree (master’s degree or equivalent) in Environmental Sciences, Natural Resources Management, Climate Change, Environment Policy, Project Management, or related fields. Alternatively, a first-level university degree (bachelor’s degree) in the aforementioned areas, combined with an additional two years of qualifying experience, will also be considered. The ideal candidate should have a minimum of five years of relevant experience (seven years with a bachelor’s degree) in the development sector or public sector, demonstrating strong project management and coordination skills. A good understanding of the environmental and development context in Samoa, including socio-political and gender equality issues, is essential. Excellent people management, networking, reporting, writing, and communication skills are also required, along with proficiency in office software packages.
Educational Background: The educational background required for this position includes an advanced university degree (master’s degree) in relevant fields such as Environmental Sciences, Natural Resources Management, Climate Change, or Project Management. Candidates with a bachelor’s degree in these areas, along with additional qualifying experience, will also be considered. This educational foundation is crucial for understanding the complexities of environmental issues and project management within the context of the Pacific Islands.
Experience: Candidates should have a minimum of five years of cumulative experience in the development sector or public sector, with a focus on project management and coordination. Experience working at the national or international level is preferred, particularly in roles that involve environmental management, climate change mitigation, and stakeholder engagement. Familiarity with the socio-political landscape of Samoa and the Pacific region is advantageous, as is experience with UNDP or other international organizations.
Languages: Fluency in English and Samoan is required for this position. Knowledge of additional languages such as Cook Islands Maori, Niuean, or Tokelau languages is considered desirable, as it may enhance communication and engagement with local stakeholders and communities.
