Job Overview:
The National Legal Consultant will play a crucial role in improving legislation related to the digital economy in Turkmenistan. This position requires a deep understanding of both national and international legal frameworks governing digital economies. The consultant will be expected to analyze existing laws, identify gaps, and propose amendments or new legislation that aligns with best practices and international standards. The consultant will also engage with stakeholders, including government officials, private sector representatives, and civil society, to gather insights and foster collaboration in the legislative process. The assignment is set to take place from February 2026 to June 2026, during which the consultant will be expected to deliver comprehensive reports and recommendations that will guide the legislative improvements.

Duties and Responsibilities:
  • Conduct a thorough review of existing legislation related to the digital economy in Turkmenistan.
  • Identify gaps and areas for improvement in the current legal framework.
  • Propose amendments to existing laws or draft new legislation that supports the growth of the digital economy.
  • Engage with relevant stakeholders to gather input and feedback on proposed legal changes.
  • Prepare detailed reports outlining findings, recommendations, and proposed legislative texts.
  • Facilitate workshops and discussions with stakeholders to promote understanding and acceptance of proposed changes.
  • Ensure that all proposed legislation is in compliance with international standards and best practices.
  • Provide ongoing support and advice to government officials during the legislative process.
  • Monitor and evaluate the implementation of new laws and their impact on the digital economy.

Required Qualifications:
  • Advanced degree in law, public policy, or a related field.
  • Extensive knowledge of legal frameworks governing digital economies, both nationally and internationally.
  • Proven experience in legislative drafting and legal analysis.
  • Strong analytical and problem-solving skills.
  • Excellent communication and interpersonal skills, with the ability to engage effectively with diverse stakeholders.
  • Familiarity with the socio-economic context of Turkmenistan and the challenges facing the digital economy.

Educational Background:
Candidates must possess an advanced degree (Master's or equivalent) in law, public policy, or a related field. A specialization in digital economy law or technology law is highly desirable. Additional certifications or training in legislative drafting or public policy analysis will be considered an asset.

Experience:
A minimum of 5 years of professional experience in legal consulting, legislative drafting, or related fields is required. Experience working with government agencies or international organizations on legal reforms, particularly in the area of digital economy, is highly preferred. Demonstrated experience in stakeholder engagement and capacity building will be advantageous.

Languages:
Fluency in English is mandatory, both written and spoken. Proficiency in Russian or Turkmen is considered an asset, as it will facilitate communication with local stakeholders and enhance the consultant's effectiveness in the role.
