Job Overview: The National Consultant on AI Strategy Development in Turkmenistan will be responsible for developing a comprehensive strategy for the integration of artificial intelligence (AI) within the national framework. This role involves assessing the current state of AI in Turkmenistan, identifying opportunities for AI applications across various sectors, and formulating actionable recommendations to enhance the country's technological capabilities. The consultant will work closely with government officials, stakeholders, and experts to ensure that the strategy aligns with national priorities and international best practices. The assignment is expected to run from February 2026 to June 2026, during which the consultant will conduct research, facilitate workshops, and engage in consultations to gather insights and feedback.
Duties and Responsibilities: The consultant will be tasked with the following duties and responsibilities:
Conduct a thorough analysis of the current AI landscape in Turkmenistan, including existing policies, initiatives, and technological infrastructure.
Engage with key stakeholders, including government agencies, private sector representatives, and academic institutions, to gather input and foster collaboration.
Develop a strategic framework for AI development that outlines key objectives, priorities, and implementation strategies.
Identify potential sectors for AI application, such as healthcare, education, agriculture, and public services, and propose tailored solutions for each sector.
Prepare detailed reports and presentations to communicate findings and recommendations to government officials and stakeholders.
Facilitate workshops and training sessions to build capacity among local stakeholders regarding AI technologies and their applications.
Monitor and evaluate the implementation of the AI strategy, providing ongoing support and recommendations for adjustments as needed.
Required Qualifications: The ideal candidate should possess the following qualifications:
Proven experience in developing technology strategies, particularly in the field of artificial intelligence.
Strong understanding of the AI landscape, including trends, challenges, and opportunities.
Excellent analytical and problem-solving skills, with the ability to synthesize complex information into actionable recommendations.
Demonstrated ability to work collaboratively with diverse stakeholders, including government officials, private sector representatives, and civil society organizations.
Strong communication skills, both written and verbal, with the ability to present information clearly and persuasively.
Educational Background: Candidates must have an advanced degree (Master's or PhD) in a relevant field such as computer science, artificial intelligence, data science, or a related discipline. A strong academic background in technology and its applications is essential for this role, as it will provide the necessary foundation for understanding the complexities of AI strategy development.
Experience: The position requires a minimum of 5 years of relevant professional experience in technology strategy development, with a focus on artificial intelligence. Experience working with government agencies or international organizations on technology-related projects is highly desirable. The candidate should have a proven track record of successfully leading projects from conception to implementation, demonstrating the ability to navigate complex environments and drive results.
Languages: Fluency in English is mandatory, as all documentation and communication will be conducted in English. Knowledge of Turkmen or Russian is considered an asset, as it will facilitate engagement with local stakeholders and enhance the consultant's effectiveness in the role.
