Job Overview:
The position of Specialiste Protection sociale involves strengthening the project team of the Ministry of Social Affairs in Tunisia regarding the planning and implementation of cash transfers for children, as well as necessary accompanying measures to enhance the social protection system. The role requires facilitating the organization of meetings and activities of the steering committee for the child allocation program, ensuring technical support for research agendas, monitoring, and evaluating the implementation of project activities. The candidate will be expected to provide technical support to the Ministry of Social Affairs, particularly in social promotion, and assist with monthly reconciliations and audits, ensuring access to financial data and information. The position also emphasizes communication activities aimed at including children with disabilities in the social protection system, requiring the delivery of detailed implementation plans, financial tracking tables, and communication activity reports.

Duties and Responsibilities:
  • Strengthen the project team of the Ministry of Social Affairs in planning and implementing cash transfers for children, including necessary accompanying measures to enhance the social protection system. Tasks include providing technical support to the Ministry, assisting with monthly reconciliations, supporting auditors with access to financial data, and facilitating communication activities targeting children with disabilities. Deliverables include a detailed project implementation plan, regularly updated financial tracking tables, and communication activity reports.
  • Facilitate the organization of meetings and activities of the steering committee for the child allocation program, supporting relevant departments in implementing the cash transfer program and ensuring communication and coordination among partners, including the World Bank and the European Union. Deliverables include specific technical activity sheets and minutes from consultations with partners.
  • Provide technical support for the research agenda, monitoring, and evaluation of project activities. This includes supporting teams in analyses and research, monitoring data collection, and preparing reports on project implementation and ongoing research products. Deliverables include a detailed monitoring and evaluation plan and regular financial tracking updates, along with monthly/quarterly reports on the progress of analyses for project implementation.

Required Qualifications:
The minimum requirements for this position include a Master's degree in management, sociology, economics, social sciences, social work, or a related field. Candidates must demonstrate confirmed analytical and coordination skills, with prior experience in social protection, particularly in child-related areas, requiring at least four years of relevant experience. Strong writing skills are essential for producing synthesis notes and evaluation reports. Experience in implementing cash transfer programs in Tunisia is highly desirable, and familiarity with UN agencies is considered an asset.

Educational Background:
Candidates must possess a Master's degree in a relevant field such as management, sociology, economics, social sciences, or social work. This educational background is crucial for understanding the complexities of social protection systems and effectively contributing to the planning and implementation of cash transfer programs.

Experience:
Candidates should have a minimum of four years of relevant experience in the field of social protection, particularly focusing on child welfare. This experience should include practical involvement in cash transfer programs and the ability to navigate the complexities of social systems in Tunisia. Languages:
