Job Overview: The Monitoring, Evaluation, Research and Learning Officer will play a crucial role in supporting the Ministry of Health and Medical Services in Fiji, specifically within the Sexual and Reproductive Health (SRH) and HIV Unit. This position involves the development of a national Monitoring, Evaluation, Research, and Learning (MERL) framework that encompasses HIV, STI, BBV, and sexual health outcomes. The officer will be responsible for reviewing existing national strategies and global guidance, harmonizing indicators across various programs, and defining clear data sources and responsibilities. The role requires collaboration with various stakeholders, including the Data for Impact Sub-Committee, to design and align data collection tools with WHO and UNAIDS frameworks. The officer will also conduct evaluations, develop standard operating procedures (SOPs), and deliver capacity-building workshops to strengthen national ownership and sustainability of health programs. The position demands a high level of independence while also allowing for escalation of complex issues to supervisors.
Duties and Responsibilities: The duties and responsibilities of the Monitoring, Evaluation, Research and Learning Officer include:
Supporting the development of a national MERL framework and indicator matrix for HIV, STI, BBV, and sexual health outcomes.
Reviewing existing national strategies and global guidance to harmonize indicators across programs.
Designing and aligning data collection and reporting tools with WHO and UNAIDS frameworks.
Conducting baseline and midline evaluations, including developing evaluation protocols and data collection instruments.
Developing SOPs and operational tools to support the implementation of the MERL framework.
Delivering capacity-building workshops and training sessions for M&E focal points.
Contributing to operational and implementation research to improve program effectiveness.
Ensuring all MERL activities adhere to ethical standards and integrate gender, equity, disability, and inclusion considerations.
Maintaining secure data storage and responsible data sharing practices. 1
Preparing regular reports on MERL activities and deliverables.
Required Qualifications: The required qualifications for the Monitoring, Evaluation, Research and Learning Officer position include:
Essential: A Bachelor's degree or its equivalent in public health, epidemiology, statistics, or a related field.
Desirable: Postgraduate qualifications in any of the above disciplines will be an advantage.
Essential: At least 2 years of experience in monitoring and evaluation or research in health or general science.
Desirable: Experience in sexual health or HIV programs is an advantage.
Proficiency in data analysis and familiarity with relevant software tools is essential.
