Job Overview: The position of International Consultant for Legal and Administrative Assessment is crucial for the IOM's ongoing project in Iraq, which aims to strengthen the legal, regulatory, and administrative frameworks related to civil documentation. The consultant will work under the supervision of the Chief of Mission and the Programme Officer, contributing to the assessment of existing legal frameworks and identifying gaps that hinder access to civil documentation for vulnerable populations, including Internally Displaced Persons (IDPs) and returnees. The consultant's work will involve analyzing the legal mandates governing civil registration, assessing national policies, mapping stakeholders, and reviewing administrative processes to propose actionable recommendations for reform. This role is vital in promoting equitable access to documentation and supporting sustainable reintegration efforts for affected communities.
Duties and Responsibilities: The consultant will be responsible for a comprehensive analysis of the legal and institutional frameworks governing civil registration in Iraq. Key duties include:
Analyzing the legal mandates related to civil registration and identifying dependencies for access to documentation.
Assessing existing national policies and reform plans to identify gaps and opportunities for an integrated civil registration strategy.
Mapping stakeholders at both national and local levels, assessing their roles and coordination mechanisms.
Reviewing administrative workflows for civil registration processes, focusing on barriers faced by persons with disabilities.
Proposing prioritized recommendations for legal, institutional, and administrative reforms.
Identifying potential pilot initiatives for system strengthening and capacity-building opportunities for government counterparts. The consultant will deliver several reports throughout the assignment, including an inception report, draft report, final consolidated report, and a presentation of findings to stakeholders.
Required Qualifications: Candidates must possess a Master's degree in Law, Public Administration, Governance, Human Rights, or a related field. Additionally, they should have at least 7 years of relevant professional experience in conducting research and assessments, particularly in civil documentation and identity management. Proven experience in stakeholder mapping, workflow analysis, and policy review is essential. Familiarity with the local legal and institutional frameworks in Iraq or similar conflict-affected contexts is highly desirable. Experience in producing high-quality reports and delivering presentations to senior stakeholders is also required.
Educational Background: A Master's degree in a relevant field such as Law, Public Administration, Governance, or Human Rights is mandatory for this position. This educational background is crucial as it provides the necessary theoretical and practical knowledge required to navigate the complexities of legal frameworks and administrative processes in the context of civil documentation.
Experience: The position requires a minimum of 7 years of professional experience in relevant fields, particularly in conducting assessments related to civil documentation and identity management. Candidates should have a strong background in stakeholder mapping and workflow analysis, as well as experience in policy or legislative review. Experience working in Iraq or similar conflict-affected environments is highly desirable, as is familiarity with local legal and institutional frameworks. Additionally, candidates should have a proven track record of producing high-quality reports and effectively presenting findings to senior government or international stakeholders.
Languages: Proficiency in English is mandatory for this position, as all reports and communications will be conducted in this language. Knowledge of Arabic and/or Kurdish is considered an asset, as it may facilitate better communication with local stakeholders and enhance the consultant's effectiveness in the role.

The actual number of working days and deliverable submission dates may be adjusted based on workload and agreement with IOM. The consultant will be required to travel between Baghdad and Erbil as part of their duties. The position is subject to funding confirmation and the candidate's medical fitness for appointment. IOM provides coverage against occupational accidents and illnesses but does not offer evacuation or medical insurance for non-occupational incidents. Candidates must ensure they have their own medical insurance for such cases. IOM has a zero-tolerance policy regarding misconduct and does not charge any fees during the recruitment process.
