Job Overview:
The Climate Mobility Innovation Officer (Systems Development, Monitoring & Evaluation) will play a crucial role in supporting the Climate Mobility Innovation Lab (CMIL) at IOM. This position involves providing technical support on systems development, country contextualization, implementation, monitoring, and learning processes related to IOM’s Climate Catalytic Fund (CCF) and other CMIL activities. The officer will work closely with the Head of the Climate Mobility Innovation Lab and the Project Coordinator to enhance understanding of climate impacts on migration and displacement through innovative approaches. The role requires maintaining and adjusting the Monitoring, Evaluation, Accountability and Learning (MEAL) framework, systems, and tools for the CCF, ensuring compliance with donor and UN requirements, and facilitating the implementation of the CCF Framework and guidelines across various regions, particularly in Asia and the Pacific. The officer will also be responsible for preparing project reviews, impact assessments, and evaluations, while ensuring effective communication and collaboration with IOM country offices and external partners.

Duties and Responsibilities:
The Climate Mobility Innovation Officer will have a comprehensive set of duties and responsibilities, including: maintaining and adjusting the MEAL framework for the Climate Catalytic Fund; preparing project reviews and evaluations; providing technical leadership for the implementation of the CCF Framework; facilitating the use of IOM’s Project Information and Management Application (PRIMA) for monitoring and reporting; collaborating with IOM country offices to ensure compliance with MEAL and risk management processes; contributing to the development and improvement of project application pipelines and monitoring tools; coordinating the identification of key performance indicators; designing performance monitoring tools; facilitating training sessions on CCF operational frameworks; reviewing project proposals; providing technical coaching to field teams; ensuring community-based interventions are participatory and gender-responsive; supporting communication efforts for the CCF; and coordinating with local authorities and partners for effective implementation and reporting of activities.

Required Qualifications:
Candidates must possess a Master’s degree in International Relations, Political or Social Sciences, Business or Public Administration, Law, or a related field from an accredited institution, along with five years of relevant professional experience. Alternatively, a University degree in the aforementioned fields with seven years of relevant experience is acceptable. Accredited Universities are those listed in the UNESCO World Higher Education Database. Candidates should have experience in project/strategy conceptualization, development, monitoring, reporting, and evaluation, as well as knowledge of blended finance mechanisms, particularly those led by IOM. Familiarity with IOM’s internal program management systems and experience in capacity development and training of stakeholders are also required.

Educational Background:
The educational background required for this position includes a Master’s degree in relevant fields such as International Relations, Political or Social Sciences, Business or Public Administration, Law, or a related field from an accredited academic institution. Alternatively, a University degree in the same fields with additional years of relevant professional experience is acceptable. It is essential that candidates have graduated from accredited universities recognized in the UNESCO World Higher Education Database.

Experience:
Candidates should have a minimum of five years of relevant professional experience if they hold a Master’s degree, or seven years if they have a University degree. Experience in project/strategy conceptualization, development, monitoring, reporting, and evaluation is crucial. Additionally, candidates should have knowledge and experience in creating and managing blended finance mechanisms, particularly those initiated by IOM. Familiarity with IOM’s internal program management systems and experience in capacity development and training of diverse stakeholders are also important.

Languages:
Fluency in English is required for this position, both oral and written. Working knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) is considered an advantage. Proficiency in the required languages will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Additional Notes:
The position is a Special Short Term contract for an initial duration of 9 months, with the possibility of extension. It is classified at the P-3 grade level and is a professional recruitment type. Internationally recruited professional staff are required to be mobile, and any offer made to the candidate is subject to funding confirmation. The selection process may be used to staff similar positions in various duty stations, and recommended candidates will remain eligible for appointment in a similar position for a period of 24 months. Candidates who are nationals of the duty station's country cannot be considered eligible for this position.
