Job Overview: The Lead Consultant will be responsible for conducting the final evaluation of the HIV-Sexual Reproductive Health and Rights (SRHR) Knows No Borders Programme, which is being implemented in six Southern African countries. This evaluation aims to assess the programme's performance, effectiveness, and sustainability, focusing on the outcomes and impact on vulnerable youth, migrants, and sex workers. The consultant will utilize a mixed-methods approach, combining quantitative and qualitative data collection techniques to ensure a comprehensive assessment. The evaluation will cover the full intervention period from 2021 to 2026 and will include a review of major activities, outputs, and outcomes, as well as the integration of cross-cutting themes such as youth participation and gender equality. The consultant will also be expected to propose a detailed methodology and work plan, ensuring that the evaluation aligns with internationally recognized standards and principles.
Duties and Responsibilities: The Lead Consultant will be tasked with the following duties and responsibilities:
Develop a detailed evaluation methodology and work plan, including sampling strategy, data collection tools, and analysis framework.
Conduct structured household surveys targeting approximately 250 direct beneficiaries per country, ensuring representation by gender, age, and vulnerability status.
Perform qualitative data collection through key informant interviews, focus group discussions, and in-depth interviews with stakeholders.
Analyze data and assess the programme's relevance, effectiveness, efficiency, impact, and sustainability based on OECD-DAC criteria.
Prepare and submit an inception report, draft evaluation report, and final evaluation report, incorporating feedback from IOM and stakeholders.
Present findings to IOM and relevant stakeholders, ensuring clarity and transparency in communication.
Ensure compliance with IOM Data Protection Principles and ethical guidelines throughout the evaluation process.
Required Qualifications: The ideal candidate must possess the following qualifications:
A minimum of a master’s degree in social research, evaluation methods, social science, development studies, international relations, public health, or epidemiology.
At least 10 years of experience in managing and/or evaluating development projects, particularly in public health and SRHR-HIV issues.
Proven experience in the Southern Africa region, with familiarity in migration dynamics and the specific contexts of Eswatini, Malawi, Mozambique, South Africa, Zambia, and Zimbabwe.
Strong background in quantitative and qualitative data analysis, with the ability to synthesize findings into actionable recommendations.
Excellent communication skills, both oral and written, with fluency in English required and working knowledge of Portuguese considered an advantage.
Educational Background: Candidates must have a minimum of a master’s degree in relevant fields such as social research, evaluation methods, social science, development studies, international relations, public health, or epidemiology. This educational background is essential to ensure that the consultant possesses the necessary theoretical knowledge and practical skills to conduct a rigorous evaluation of the programme.
Experience: The position requires a minimum of 10 years of experience in managing and/or evaluating development projects or programmes. This experience should include a strong focus on public health and SRHR-HIV issues, as well as familiarity with the migration dynamics in the Southern Africa region. The consultant should have a proven track record of conducting evaluations that adhere to international standards and principles.
Languages: Fluency in English is mandatory for this position, as it is the primary language of communication within IOM. Additionally, a working knowledge of Portuguese is considered an advantage, given the geographical focus of the programme and the need to engage with stakeholders in Portuguese-speaking countries.
Additional Notes: This consultancy is home-based, but the consultant may be required to travel to the region for data collection purposes, with a maximum travel duration of two weeks. The consultancy agreement will be subject to IOM’s policies and procedures, and payments will be linked to the successful completion of key deliverables. The consultant will be expected to submit a detailed budget covering all costs associated with the assignment, including professional fees, travel, data collection, and other relevant expenses.
