Job Overview: The Legal Officer will be embedded within the Ministry of Justice and will report to the Senior Legal Officer on substantive matters while coordinating closely with the Project Manager of the EU-UNDP GREAT Initiative. This position is crucial for providing technical support to the Ministry, assisting in the development of concept notes, strategies, and work plans, and implementing project activities. The Legal Officer will also support the preparation and dissemination of documents related to project activities, provide daily administrative and programmatic support to the Ministry, and participate in organizing training sessions for the Ministry staff. The role requires effective coordination with national stakeholders to ensure timely delivery of project outputs and contribute to the development of capacity development tools, including training materials and resource packages.
Duties and Responsibilities: The Legal Officer will have a comprehensive set of duties and responsibilities, including: assisting in the development of concept notes, strategies, and work plans for the EU-UNDP GREAT Project; supporting the preparation, filing, compilation, and dissemination of project-related documents; providing daily administrative and programmatic support to the Ministry of Justice; participating in and organizing training sessions for the Ministry; contributing to knowledge networks and communities of practice; ensuring timely coordination of project activities with national stakeholders; providing programmatic, operational, and administrative support to the Ministry; reviewing and revising key legislation; organizing workshops and training sessions; supporting advocacy activities for the passage of relevant Bills; conducting legal research and analysis; coordinating communication between the Ministry of Justice, the Gambia Bar Association, and the Alternative Dispute Resolution Secretariat; maintaining records and data entry; and performing any other relevant duties as assigned by the Senior Legal Officer and Project Manager.
Required Qualifications: Candidates must possess a strong understanding of legal frameworks and processes, particularly in the context of The Gambia. They should demonstrate excellent organizational skills, attention to detail, and the ability to work collaboratively with various stakeholders. Strong communication skills, both written and verbal, are essential, along with the ability to conduct legal research and analysis effectively. The ideal candidate should also exhibit adaptability, creativity, and professionalism in their approach to work.
Educational Background: A degree in law or a related field is required for this position. Candidates with advanced degrees or specialized training in legal studies, human rights law, or public policy will be given preference. Additionally, knowledge of international law and development frameworks will be advantageous.
Experience: The position requires a minimum of 2-3 years of relevant experience in legal practice, policy development, or project management within a governmental or international organization. Experience working in the context of human rights, transitional justice, or democratic governance will be particularly valuable. Familiarity with the Gambian legal system and experience in capacity building initiatives are also preferred.
Languages: Fluency in English is mandatory, as it is the working language of the UNDP and the Ministry of Justice. Knowledge of local languages such as Mandinka, Wolof, or Fula would be considered an asset, as it would facilitate communication with diverse stakeholders and communities.
Additional Notes: This is a national UN Volunteer assignment, and the selected candidate will be responsible for arranging their own housing and living essentials. National UN Volunteers are part of the malicious insurance plan. The position may require flexibility in working hours and the ability to travel within The Gambia as needed. The role is expected to contribute to the overall goals of the EU-UNDP GREAT Initiative, which focuses on supporting the democratic transition and enhancing governance in The Gambia.
