Job Overview: The Programme Analyst position is crucial for the effective management of the 'Dare to Care' programme within the Regional Office. Reporting to the Regional Programme Manager, the Programme Analyst will provide substantive inputs to the design, formulation, implementation, and evaluation of the programme. This role involves monitoring the results achieved during implementation, ensuring adherence to systems and procedures, and developing enhancements as necessary. The Programme Analyst will collaborate closely with the programme and operations teams from the Regional Office and country offices, as well as with UN Women HQ personnel, government officials, donors, academia, the private sector, and civil society to ensure successful programme implementation. The position requires a strong understanding of gender issues and the ability to engage with various stakeholders to promote the programme's objectives effectively.
Duties and Responsibilities: The Programme Analyst will be responsible for several key functions, including:
Contributing technically to the development of programme strategies for the 'Dare to Care' regional programme, providing substantive inputs to the design and formulation of programme/project proposals and initiatives, and identifying areas for support and intervention.
Providing technical support to the implementation and management of the programme, including inputs to the annual workplan and budget, coordination of calls for proposals, and monitoring the submission of financial and narrative reports from implementing partners.
Supporting the creation of projects in Quantum/PRISM, preparing budget revisions, and ensuring operational and financial closure of projects.
Monitoring the progress of implementation activities and finances using results-based management tools, drafting reports on monitoring missions, and providing inputs for donor and UN Women reports.
Building partnerships and resource mobilization strategies, preparing relevant documentation for donor meetings, and participating in public information events.
Providing technical support to inter-agency coordination efforts and developing background documents, briefs, and knowledge products related to the programme.
Organizing and facilitating events, trainings, workshops, and awareness-raising sessions.
Required Qualifications: Candidates must possess a Master's degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. A project/programme management certification would be an added advantage. Candidates should demonstrate good programme formulation, implementation, monitoring, and evaluation skills, as well as the ability to gather and interpret data and present findings effectively. Knowledge of social norms, masculinities, and the care economy is essential, along with the ability to identify trends and opportunities for fundraising.
Educational Background: The educational background required for this position includes a Master's degree or equivalent in relevant fields such as social sciences, human rights, gender/women's studies, or international development. A first-level university degree may be accepted if accompanied by additional qualifying experience. A project/programme management certification is considered an asset.
Experience: Candidates should have at least 2 years of progressively responsible work experience in development programme/project implementation, coordination, monitoring, evaluation, donor reporting, and capacity building. Experience in implementing gender equality programmes is required, along with experience in working on positive masculinities and issues related to gender and religion. Familiarity with government agencies and donor coordination is desirable, as is experience with office software and web-based management systems.
Languages: Fluency in English and Arabic is mandatory for this position. Knowledge of another official UN language, such as French, is considered desirable.
