Job Overview: The Young and Emerging Evaluator (YEE) position is designed to provide an independent assessment of the UNFPA Mongolia 7th Country Programme (2023-2027) while simultaneously contributing to the national evaluation capacity building. The YEE will play a crucial role in supporting the evaluation team throughout all phases of the Country Programme Evaluation (CPE). This includes assisting in the development of evaluation methodologies, refining the theory of change, finalizing evaluation questions, and creating evaluation matrices, data collection methods, and tools. The YEE will also be involved in data collection activities such as site visits, interviews, and group discussions, as well as supporting data analysis as directed by the evaluation team leader and CPE manager. A significant aspect of this role involves providing translation and interpretation support to ensure effective communication between the international team leader and national stakeholders during data collection and meetings. The YEE will also assist in disseminating evaluation results and providing administrative support throughout the evaluation process, ensuring that all deliverables are met in a timely manner.
Duties and Responsibilities: The consultant will be responsible for a variety of tasks throughout the evaluation process, including but not limited to:
Providing technical support in developing the evaluation methodology, reviewing the theory of change, and creating the evaluation matrix.
Participating in data collection activities, which include site visits, conducting interviews, and facilitating focus group discussions.
Offering high-quality translation services (both written and spoken) for the International Team Leader during meetings and field visits, ensuring clear communication between English and Mongolian.
Assisting with administrative tasks related to the evaluation, including dissemination activities and general support to the evaluation team.
Reporting to the CPE Manager and Team Leader, ensuring that all deliverables are submitted electronically and on time, with specific deadlines for inputs to design reports, completion of fieldwork, and final report submissions.
Required Qualifications: Candidates must be under 35 years of age and possess a Bachelor’s degree in relevant fields such as development studies, population studies, economics, monitoring and evaluation, social sciences, or public health. They should have less than 5 years of work experience in monitoring and evaluation, research, or social studies within the international development sector. Additionally, candidates must demonstrate a strong ability to provide high-quality translation and interpretation between English and Mongolian, particularly in technical areas related to evaluation. Excellent analytical and problem-solving skills are essential, along with the ability to work effectively in a team environment. Strong organizational, communication, and writing skills are also required, as well as proficiency in information and communication technology and data visualization tools. Familiarity with UNFPA's mandate and activities is advantageous, as is a keen interest in professional development as an evaluator.
Educational Background: The position requires a Bachelor’s degree in a relevant discipline such as development studies, population studies, economics, monitoring and evaluation, social sciences, or public health. This educational background is essential to ensure that the candidate possesses the necessary theoretical knowledge and analytical skills to effectively contribute to the evaluation process.
Experience: Candidates should have less than 5 years of relevant work experience in monitoring and evaluation, research, or social studies, particularly in the context of international development. This level of experience is crucial for understanding the complexities of evaluation processes and contributing effectively to the evaluation team.
Languages: Fluency in both English and Mongolian is mandatory, with a strong emphasis on the ability to provide high-quality translation and interpretation services. Proficiency in additional languages may be considered an asset but is not required for this position.

The consultant will be required to work in Ulaanbaatar, Mongolia, with travel to sub-national project sites. All deliverables must be submitted electronically in English, with specific deadlines for various reports. The consultant will receive a Daily Subsistence Allowance (DSA) and travel costs for field missions, which will be settled separately from consultancy fees in accordance with UNFPA Duty Travel Policy.
