Job Overview:
The Programme Management Assistant will play a crucial role in supporting the management of the GEF Climate Change Mitigation Portfolio within UNEP's Climate Change Division. This position involves assisting in the administration of programs, budget formulation, implementation, and monitoring of financial resources. The assistant will work closely with finance staff and report to the Fund Management and Administrative Officers. The role requires a proactive approach to ensure compliance with relevant rules and procedures, effective communication with internal and external stakeholders, and the preparation of accurate reports and documentation. The assistant will also contribute to the development of legal agreements for projects and assist in the financial closure of projects, ensuring that all financial activities align with UNEP's strategic goals and climate commitments.

Duties and Responsibilities:
The duties and responsibilities of the Programme Management Assistant include reviewing project documents for completeness and compliance, verifying budget revisions, drafting correspondence on budget-related issues, and maintaining financial databases. The assistant will also assist in the review of expenditure reports from executing agencies, prepare pre-commitments and commitments in UMOJA, and verify the accuracy of input data. Additionally, the role involves organizing meetings, drafting routine correspondence, and performing other related duties as assigned. The assistant will be responsible for ensuring that all financial transactions are processed accurately and in a timely manner, providing guidance to executing agencies on payment issues, and preparing payments for final disbursement. Overall, the assistant will support the effective management of the GEF Climate Change Mitigation Portfolio and contribute to UNEP's mission of promoting sustainable development and climate stability.

Required Qualifications:
Candidates must possess a high school diploma or equivalent, with a professional qualification in accounting or finance being required. Certification as a Certified Public Accountant (CPA), Chartered Accountant (CA), or equivalent is also necessary. A minimum of five years of progressive working experience in finance, budget, project administration, or accounting is required, although this can be reduced to three years for candidates with a first-level university degree. Experience with Enterprise Resource Platforms (ERP) such as UMOJA, as well as familiarity with budgeting processes, financial data analysis, and donor reporting, is essential. Desirable qualifications include experience in Global Environment Facility (GEF) project management and knowledge of UN financial rules and regulations.

Educational Background:
The educational background required for this position includes a high school diploma or equivalent, with a professional qualification in accounting or finance being mandatory. Candidates with a first-level university degree may have a reduced experience requirement, highlighting the importance of formal education in this field. Additional certifications such as CPA or CA are also critical for this role, emphasizing the need for a strong foundation in financial principles and practices.

Experience:
The position requires a minimum of five years of progressive working experience in finance, budget, project administration, or accounting. However, candidates with a first-level university degree may qualify with only three years of relevant experience. Experience with ERP systems, particularly UMOJA, is essential, as is familiarity with the budgeting process and financial data analysis. Candidates with experience in GEF project management and knowledge of UN financial regulations will have a competitive advantage.

Languages:
Fluency in English is required for this position, both in oral and written communication. While French is one of the working languages of the United Nations Secretariat, proficiency in English is mandatory for this consultancy role.
