Job Overview:
The Management Services Officer position at WFP is crucial for contributing to the planning and delivery of high-quality, client-focused services that align with WFP’s strategic objectives. The role involves a high degree of independence and responsibility, including managing junior staff and ensuring that objectives are met effectively. The officer will be involved in the day-to-day activities and analytical work that supports the Management Services portfolio, which is essential for delivering food assistance to beneficiaries. The position requires a proactive approach to identifying gaps in services and proposing solutions, as well as maintaining partnerships with internal and external stakeholders to optimize processes. The officer will also be responsible for utilizing digital tools and applications to enhance operational workflows and customer service, ensuring that WFP can respond quickly and effectively to emergencies and other operational needs.

Duties and Responsibilities:
The duties and responsibilities of the Management Services Officer include:
  • Contributing to the preparation of Management Services components of WFP’s Country Strategic Planning (CSP) and Resource Planning.
  • Developing functional annual plans and recommending improvements to policies and procedures.
  • Performing functional analysis using data-driven approaches to support planning and decision-making.
  • Maintaining partnerships with internal and external stakeholders to enhance service delivery.
  • Assessing performance of existing resources and recommending solutions for efficiency and cost-effectiveness.
  • Supporting and monitoring contract execution to ensure value for money.
  • Following emergency preparedness practices to deploy resources effectively.
  • Identifying gaps in Occupational Safety and Health (OSH) services and suggesting improvements.
  • Promoting environmental sustainability in all activities. 1
  • Utilizing digital tools to enhance operational workflows. 1
  • Contributing to UN Reform related inter-agency initiatives. 1
  • Conducting field missions to support operations and identify service gaps. 1
  • Guiding and supervising junior staff and assisting with complex analyses. 1
  • Contributing to capacity-building activities for WFP staff and partners.

Required Qualifications:
The required qualifications for the Management Services Officer position include:
  • Advanced University degree in relevant fields such as Business Administration, Public Administration, Political Science, Finance, Accounting, Economics, Human Resources Management, or Engineering. Alternatively, a First University degree with additional years of related work experience and/or training in relevant fields.
  • Two or more years of progressively senior level managerial experience post-advanced degree or five years post-first degree in a relevant business stream.
  • Expertise in resource planning, budgeting, and allocation.
  • Familiarity with Occupational Safety and Health (OSH) standards.
  • Excellent stakeholder engagement and partnership-building skills.
  • Experience in conflict resolution and team management.
  • Capacity to collaborate across functions and organizations.
  • Commitment to environmental sustainability in service delivery.
  • Experience in one or more Management Services lines of business.

Educational Background:
Candidates must possess an Advanced University degree in fields such as Business Administration, Public Administration, Political Science, Finance, Accounting, Economics, Human Resources Management, or Engineering. Alternatively, candidates with a First University degree and additional relevant work experience or training will also be considered. This educational background is essential for understanding the complexities of office management and administration within the context of WFP's operations.

Experience:
The position requires candidates to have two or more years of progressively senior level managerial experience if they hold an advanced degree, or five years of such experience if they hold a first degree. This experience should be in a relevant business stream, with a focus on general administrative and management services. Candidates should demonstrate a track record of effective management and operational efficiency in their previous roles.

Languages:
Fluency in English is mandatory, and candidates must also be proficient in the duty station’s language if it differs from English. This fluency is essential for effective communication within the organization and with external stakeholders.
