This role is crucial for supporting the planning function both internally and externally, as well as providing monitoring support for the country programme throughout its various stages. The position involves developing an equity-focused and results-based Country Programme and rolling work-plans, ensuring effective integration of humanitarian action into development work planning, and operationalizing the humanitarian-development nexus. The specialist will also be responsible for ensuring quality information is available to assess progress towards expected results, establishing monitoring mechanisms, and promoting capacity building in planning and monitoring within the Egypt Country Office.
Duties and Responsibilities:
Programme Planning: Support the Egypt country office and national partners in developing measurable Country Programme and rolling work-plans. This includes preparing and reviewing strategic programme planning processes, developing the Country Programme Document (CPD), and facilitating mid/end year reviews. The specialist will also support the development of the country programme results framework, including indicators, baselines, and targets, and ensure alignment with UNICEF Contingency and response plans.
Programme Monitoring: Ensure quality information is available to assess progress towards expected results. This includes providing technical support for establishing programme monitoring mechanisms, conducting mid-year and annual reviews, and supporting the rollout of UNICEF’s eTools.
Planning and Monitoring Capacity Building: Promote awareness of Results-Based Management (RBM) principles through training and development activities.
Coordination and Networking: Collaborate with regional advisors and national partners to ensure effective coordination of planning and monitoring activities, and identify innovations that can improve the PME function.
Required Qualifications: Minimum requirements include an advanced university degree in Social Sciences, Development Studies, Public Policy, Statistics, or a related field. A minimum of five years of progressively responsible experience in country programme planning, RBM, and monitoring within a development context is required. Experience in humanitarian planning and monitoring at the country level, along with knowledge of UNSDCF and UN humanitarian coordination mechanisms, is also necessary. Familiarity with UNICEF’s planning systems or another financial ERP system is an asset.
Educational Background: Candidates must possess an advanced university degree in relevant fields such as Social Sciences, Development Studies, Public Policy, or Statistics. This educational background is essential for understanding the complexities of programme planning and monitoring in a development context.
Experience: The position requires a minimum of five years of progressively responsible experience in country programme planning, RBM, and monitoring. Candidates should have experience in humanitarian planning and monitoring at the country level, as well as familiarity with the UN system, international NGOs, or government in programme design and results-based management.
Languages: Fluency in English and Arabic is required for this position. Knowledge of additional languages may be considered an asset, but English and Arabic are mandatory for effective communication within the organization and with partners.
