Job Overview:
The Engineer Buildings position at EUROCONTROL involves a multifaceted role within the Engineering Division of the Maastricht Upper Area Control Centre (MUAC). The selected candidate will be responsible for a variety of tasks related to the management and oversight of building infrastructure. This includes writing technical specifications, drafting designs, estimating budgets, and coordinating the implementation of new buildings or modifications to existing structures. The role requires a strong understanding of engineering principles and the ability to analyze and recommend solutions for building-related interventions. The candidate will also be involved in assessing maintenance concepts, planning preventive maintenance activities, and ensuring compliance with quality standards and regulations. The position demands a proactive approach to problem-solving and the ability to work collaboratively within a team environment, as well as with external contractors and local authorities.

Duties and Responsibilities:
The duties and responsibilities of the Engineer Buildings position include:
  • Writing technical specifications and drafting designs for new buildings and renovations.
  • Estimating budgets and composing project plans for building infrastructure projects.
  • Coordinating and supervising the implementation of construction projects, including refurbishments and building re-arrangements.
  • Monitoring project progress and budgets, ensuring adherence to timelines and financial constraints.
  • Providing conceptual engineering expertise to the Workshop team, analyzing building-related interventions and recommending corrective actions.
  • Participating in project teams for major building extensions and refurbishment projects, providing cost calculation support.
  • Assessing maintenance concepts for building infrastructure and reporting on deficiencies and required improvements.
  • Analyzing the operational impact and risks associated with maintenance interventions and new installations.
  • Planning, coordinating, and monitoring preventive maintenance activities for buildings. 1
  • Contributing to the Multi Year Maintenance Budget Plan (MYMBP) for buildings. 1
  • Ensuring compliance with EUROCONTROL’s quality manuals and local/international standards for building construction. 1
  • Coordinating with local authorities to obtain necessary permits for construction projects. 1
  • Carrying out any other tasks in line with the main purpose of the job as assigned by management.

Required Qualifications:
Candidates must possess a post-secondary education in a relevant field, such as a Professional Bachelor's degree in building architecture or engineering, meeting the European Qualifications Framework (EQF) level 6 or higher. A minimum of 8 years of relevant working experience in new constructions and renovations is required to effectively carry out the responsibilities of this position. Additionally, candidates should have experience in design, renovation, implementation, and maintenance of utility and industrial buildings, as well as familiarity with safety procedures and project management. Certifications such as BHV (Primary Intervention Team) and VCAVOL are advantageous, and candidates may need to obtain these certifications by the end of the probation period. A broker’s license and contractor’s license are also considered beneficial for applicants.

Educational Background:
The educational background required for this position includes a Professional Bachelor's degree in a relevant area, such as building architecture or engineering. This degree should meet the European Qualifications Framework (EQF) level 6 or higher. Candidates with equivalent in-house experience may also be considered, particularly internal candidates who can verify their qualifications through the organization's intranet. The educational qualifications are essential for ensuring that the candidate possesses the necessary technical knowledge and skills to perform the job effectively.

Experience:
The position requires a minimum of 8 years of relevant working experience in the fields of new constructions and renovations. This experience should encompass various aspects of building management, including design, implementation, and maintenance of utility and industrial buildings. Candidates should also have a solid background in project management and supervision, particularly in relation to building refurbishments and modifications. Experience with safety procedures and environmental sustainability practices is also highly valued, as is familiarity with maintenance management in industrial or mission-critical settings.

Languages:
Proficiency in English and Dutch at level C1 is mandatory for this position, as these are the working languages of the Agency. Candidates must demonstrate their language skills in accordance with the Common European Framework of Reference for Languages (CEFR). While English is essential for communication within the organization, knowledge of French is also beneficial, as it is one of the official languages of EUROCONTROL. Candidates should be able to communicate effectively in both written and spoken forms in these languages.

Additional Notes:
The position is classified as an Assistant role at the AST7-AST9 job level, with a duration of 5 years, subject to renewal or conversion under specific conditions. The selected candidate will be required to complete a probationary period of nine months before being established in the post. The appointment may be renewed multiple times, but the total duration, including all renewals, cannot exceed nine years.
