Job Overview:
The International Evaluation Consultant will play a crucial role in assessing the project 'Towards inclusive and resilient urban recovery in Ukraine.' This position involves evaluating the design, implementation, and outcomes of the project, which aims to support urban recovery in Ukraine through enhanced national frameworks and local capacities. The consultant will work closely with the Evaluation Unit and other program branches to ensure that the evaluation is comprehensive and aligns with UN-Habitat's standards. The consultant will be responsible for conducting an independent review, proposing evaluation methodologies, and delivering reports that highlight key findings and recommendations for future programming. This role requires a deep understanding of urban recovery, evaluation methodologies, and the ability to engage with various stakeholders effectively.

Duties and Responsibilities:
The consultant will be responsible for several key tasks, including:

• Assessing the appropriateness of the project's design and implementation, focusing on output, outcome, and objective levels.
• Evaluating the project's value for money and its impact on stakeholders' understanding of urban recovery.
• Analyzing the project's coordination, partnerships, and management effectiveness.
• Investigating the effects of political instability on project implementation.
• Evaluating how cross-cutting issues such as gender, youth empowerment, and human rights were integrated into project activities.
• Identifying lessons learned and providing actionable recommendations for similar future projects. The consultant will also be expected to produce various reports and presentations for stakeholders throughout the evaluation process.

Required Qualifications:
Candidates must possess a master's degree in relevant fields such as international development, project management, or urban planning. They should have at least 10 years of evaluation experience, particularly in conflict contexts, and a minimum of 7 years in results-based management. The ability to present findings clearly and effectively is essential, along with familiarity with UN-Habitat's mandate and urban recovery principles. Excellent communication skills in English are mandatory, and knowledge of the EECCA region is considered an asset.

Educational Background:
A master's degree in international development, project management, programme evaluation, statistics, urban and regional planning, conflict studies, or related fields is required for this position. This educational background is crucial for understanding the complexities of urban recovery and evaluation methodologies.

Experience:
The position requires a substantial level of experience, specifically 10 years in evaluation, with a focus on conflict contexts. Candidates should have a proven track record in managing evaluations and a strong background in results-based management, particularly in policy development and capacity strengthening interventions. Experience in presenting credible findings and formulating recommendations based on evidence is essential.

Languages:
Fluency in written and oral English is required for this position, as it is the working language of the United Nations Secretariat. Knowledge of French is also beneficial, as it is considered a good-to-have language for this role.

Additional Notes:

The evaluation process will involve several outputs, including an inception report, draft evaluation report, and final evaluation report, with specific timelines for each deliverable.
