Job Overview: The security" style="border-bottom: 1px dotted #007bff !important;">Security Officer position is crucial for ensuring the safety and security of WFP staff, facilities, and operations in Maiduguri. The role involves implementing and assessing security measures, maintaining security equipment, and providing updates and recommendations to facilitate informed decision-making. The Security Officer will report to the Head of Security or a designated deputy and will be responsible for analyzing security threats, compiling reports, and coordinating with local authorities and security personnel. This position requires a proactive approach to risk management and the ability to adapt to changing security dynamics in the region. The Security Officer will also play a key role in training staff on security protocols and ensuring compliance with the United NationsSecurity Management System (UNSMS).
Duties and Responsibilities:
Review security threats and risks in detail and compile accurate reports on trends and situations that could adversely impact WFP operations, ensuring information is accurately collated and sent to senior security staff to support reporting and decision-making.
Review security-related information (e.g., security incidents and events) and use corporate or local information management tools to produce analyses and in-depth reports for relevant stakeholders.
Liaise and coordinate with local administration, security and law enforcement authorities, communities, UN/NGO security staff, and other actors to facilitate access for safe program delivery and mitigate potential risks.
Plan and coordinate staff activities during field missions and perform security assessments within the area of responsibility to support safe and effective program delivery.
Analyze security assessment reports following field missions and present detailed recommendations for risk mitigation.
Assist in advising the director" style="border-bottom: 1px dotted #007bff !important;">Country Director on security risk management matters and safety issues in compliance with UNSMS.
Support the implementation of risk management mitigation measures, including Minimum Operational Security Standards (MOSS).
Support the maintenance and management of security equipment and make recommendations to strengthen technology capacity.
Monitor and ensure that all access control procedures are effective and stringently followed by all staff and visitors. 1
Maintain and develop recommendations for improving emergency and contingency planning documentation. 1
Deliver security training to staff and review security training needs to develop measures to meet business requirements.
Required Qualifications: Candidates must possess a Bachelor's degree in Political Science, Security Management, International Relations, Security Studies/Criminology, Law Enforcement/Policing, Public Administration, Cybersecurity, or any other relevant field. Additionally, candidates should have a strong understanding of security operations and technical processes, with experience in providing technical guidance and training to staff members. Knowledge of security logistics, risk assessment, and coordination with local authorities is essential. Candidates should also demonstrate excellent communication skills and the ability to manage emergency situations effectively.
Educational Background: A Bachelor's degree in a relevant field such as Political Science, Security Management, International Relations, Security Studies/Criminology, Law Enforcement/Policing, Public Administration, or Cybersecurity is required for this position. This educational background provides the necessary theoretical and practical knowledge to navigate the complexities of security management in humanitarian contexts.
Experience: Candidates should have at least six years of progressively responsible work experience in security management or a related field. This experience should include general administrative work and a demonstrated ability to analyze security threats and implement effective risk management strategies. Experience in liaising with local authorities and managing security operations is highly desirable.
Languages: Fluency in English (level C) is mandatory, with both oral and written communication skills. Additionally, fluency in the local language used in the duty station is desirable. Knowledge of other UN languages, such as French or Arabic, is considered an asset and may enhance a candidate's profile.
