Job Overview: The Loss and Damage Consultant will play a pivotal role in supporting the consolidation, generation, and institutionalization of information and methodologies related to climate-related loss and damage. This position involves reviewing the integration of loss and damage in UNFCCC instruments, developing a national reporting framework, and enhancing inter-institutional coordination and capacities. The consultant will be responsible for enabling the preparation and validation of Argentina's first national annual loss and damage report, as well as contributing to the Second Biennial Transparency Report. The consultant will work closely with the Climate Impact Directorate of the National Undersecretariat for Environment and will be supervised by UNEP’s NDC Act & Invest Global Coordinator. The role requires a hybrid work model, allowing for both home-based work and in-person engagements as necessary.
Duties and Responsibilities:
Review the adaptation and loss and damage components in mid- and long-term strategies and reports presented to the UNFCCC, including NDCs, LTS, Adaptation Communications, and BTRs.
Propose a work plan for developing the first national annual report on loss and damage due to adverse climatic events based on the background of the loss and damage mechanism for Argentina.
Update the mapping of stakeholders, information providers, relevant studies, and training needs.
Identify and facilitate inter-institutional agreements for the exchange of loss and damage information.
Develop and propose methodologies for loss and damage in prioritized sectors.
Organize consultation meetings and training workshops.
Create the contents of the first national annual report and the second BTR on losses and damages due to adverse weather-related events for validation.
Develop dissemination materials. Ensure timely delivery of outputs as outlined in the Terms of Reference and maintain the quality of design work, materials, and reports produced, with approval from the reporting officer, Jérôme Malavelle, Project Management Officer at UNEP.
Required Qualifications: • Bachelor’s degree in biological sciences, environmental sciences, political science, International Relations, Economics, Finance, or a closely related field (Required). • Master’s degree in finance, Economics, Sustainability, and/or Climate Change related (Required). • Minimum 3 years of professional experience in projects related to climate change in Argentina or related areas (Required). • Minimum 2 years of relevant experience in adaptation perspective and/or loss and damage (Required). • Demonstrated understanding of Argentina’s national policy related to climate change and of national and international climate reports (Required). • Demonstrated experience in disaster risk (Desired). • Demonstrated understanding of climate change policy within the Government of Argentina and stakeholders (Desired).
Educational Background: The position requires a Bachelor’s degree in fields such as biological sciences, environmental sciences, political science, International Relations, Economics, or Finance. A Master’s degree in finance, Economics, Sustainability, or Climate Change related fields is also required. This educational background is essential to ensure that the consultant possesses the necessary knowledge and skills to effectively contribute to the objectives of the role.
Experience: The consultant must have a minimum of 3 years of professional experience in projects related to climate change in Argentina or similar areas. Additionally, at least 2 years of relevant experience focusing on adaptation perspectives and/or loss and damage is required. This level of experience is crucial for understanding the complexities of climate-related issues and for effectively engaging with stakeholders and developing appropriate methodologies.
Languages: Fluency in Spanish is mandatory for this position, as it is essential for communication and collaboration with local stakeholders and institutions. Confidence in English is also required, as it may be necessary for reporting and engaging with international partners and frameworks.
Additional Notes: The position is part-time and expected to last for 9 months. It operates under a hybrid work model, allowing for both remote work and in-person activities as required. The consultant will not be charged any fees at any stage of the recruitment process, as the United Nations does not charge applicants for application, interview, processing, or training.
