Job Overview: The Procurement Officer in Chernihiv plays a crucial role in the day-to-day implementation of the procurement function within the organization. Duties and Responsibilities: The Procurement Officer will be tasked with a variety of duties, including but not limited to: ensuring adherence to NRC policies and guidelines; implementing delegated procurement and logistic functions according to the Plan of Action; conducting daily operational procurement activities; preparing and developing procurement logistic reports; supporting the development of Standard Operating Procedures (SOPs); ensuring proper filing of all support and tender documents; promoting ideas for improvement in procurement and logistics functions; contributing to the development of procurement services; consulting and providing guidance to staff for generating Purchase Requests (PRs); conducting market surveys and providing estimated prices; participating in project start-up planning; following up on purchase documentation; attending and acting as Secretary in Tender Committee meetings; ensuring compliance with donor requirements; maintaining a vendor database; preparing documents for management approval; assisting in budget preparation; and reporting potential fraud cases to the Line Manager.
Required Qualifications: Candidates must possess a Bachelor’s degree in a relevant field and have at least 2 years of experience in procurement, preferably with 1 year of experience in a humanitarian organization. A strong understanding of procurement processes in complex and volatile contexts is essential, along with documented results related to the position's responsibilities. Candidates should also demonstrate knowledge of their own leadership skills and have a working knowledge of English, both written and verbal. Proficiency in Office software, particularly Word and Excel, is required.
