The project 'Improving the sustainability of electric mobility for low-carbon urban transport and an Extended Producer Responsibility (EPR) approach in batteries and vehicle components' is an initiative led by the Peruvian State through the Ministry of Environment (MINAM), with technical cooperation from the United Nations Development Programme (UNDP) and financed by the Global Environment Facility (GEF). This project is part of a global integrated program supporting the transition towards electric mobility in 20 countries. Its mission is to accelerate the shift towards electric mobility in urban public transport systems in Peruvian cities to reduce greenhouse gas emissions and improve air quality. The project aims to propose regulatory, technical, operational, and economic reforms to promote the use of electric vehicles for public and private passenger transport, and to introduce electric buses and three-wheeled taxis in two pilot cities, focusing on the mobility of vulnerable urban groups. Additionally, it will provide a strategy for adopting the EPR approach for managing vehicles at the end of their life cycle, including batteries and other components, while fostering private sector participation and investment in low-carbon transport systems.

Job Overview:
The position of Project Administrative Associate is crucial for supporting the Project Management Unit in administrative, logistical, and financial aspects. The role involves assisting the National Coordinator in daily project management and supervision, monitoring inter-institutional relationships, and managing knowledge resources. The associate will coordinate with responsible parties regarding project funds and financial reporting, ensuring compliance with project documentation and financial standards. This position also entails maintaining project documentation, preparing financial progress reports, and facilitating audits. The associate will provide administrative and financial assistance to the Project Management Unit and participate in capacity-building activities, ensuring that the project meets its objectives efficiently and effectively.

Duties and Responsibilities:
  • Support in Project Management and Supervision: Assist the National Coordinator in daily project activities, monitor inter-institutional collaborations, and manage knowledge resources. Coordinate with responsible parties on project funds and financial reports.
  • Financial Administration and Control: Maintain records of project funds and expenditures, ensuring all financial documentation is available for audits. Prepare financial progress reports and ensure compliance with project financial standards. Validate and certify FACE forms and review annual budgets and expenditure reports.
  • Document Management and Reporting: Ensure all project documentation is properly archived and accessible for stakeholders.
  • Administrative and Financial Assistance: Provide administrative support to the Project Management Unit and organize training sessions on internal procedures.
  • Capacity Development: Participate in training and support capacity-building activities, designing tools and materials for workshops that promote community engagement and action.

Required Qualifications:
Essential qualifications include secondary education, with university studies in Administration, Economics, Accounting, or related fields being advantageous. A postgraduate degree in administration or accounting is desirable. Candidates should have a minimum of 6 years of experience in project administrative management or 3 years with a bachelor's degree, including documentation, logistics, hiring, travel, personnel management, and financial tracking in public, private, or civil society organizations. Proficiency in MS Office, particularly Excel, is required, with additional experience in UNDP project administration and environmental projects being a plus.

Educational Background:
Candidates must possess at least a secondary education, with higher education in relevant fields such as Administration, Economics, or Accounting being preferred. A postgraduate degree in related areas is considered an asset.

Experience:
The position requires a minimum of 6 years of relevant work experience with secondary education or 3 years with a bachelor's degree in project administrative management. Experience in managing projects funded by UNDP or other UN agencies, particularly in environmental projects, is highly desirable.

Languages:
Fluency in Spanish is mandatory, while intermediate English is desirable.

Additional Notes:
This position is classified as a regular NPSA at level 6, offering a default salary of S/ 7,684.93 per month, along with additional benefits such as 8.33% of the base salary for retirement pension, vacation, medical insurance, and life insurance. The recruitment is local, requiring Peruvian nationality or a valid work permit.
