Job Overview:
The Human Resources Officer, FS-6, plays a crucial role within the United Nations Support Office in Haiti, specifically in the Human Resources Section. This position encompasses a wide range of responsibilities related to human resources management, including recruitment, staff selection, administration of entitlements and benefits, performance management, and staff development. The incumbent will be responsible for interpreting and applying the Organization's HR rules and regulations, ensuring compliance with internal procedures and processes. The role requires close collaboration with various stakeholders, including client offices, hiring managers, and staff representatives, to effectively manage human resources functions and support the mission's objectives. The incumbent will also contribute to the planning and budgeting processes, ensuring that staffing requirements align with the mission's mandate and available resources. This position demands a proactive approach to problem-solving and a commitment to fostering a positive work environment.

Duties and Responsibilities:
The Human Resources Officer will manage recruitment processes, including forecasting and identifying vacancies, preparing job openings, and reviewing candidates. Responsibilities include conducting preliminary reviews, arranging interviews, and participating in task forces to formulate policies on recruitment. The officer will advise on the development and implementation of entitlements policies, review grievances related to benefits, and represent the office in discussions on salaries and conditions of service. Additionally, the officer will participate in mission planning, contribute to budget development, monitor staffing costs, and ensure compliance with performance management systems. The role also involves identifying staff development needs, designing training programs, and supporting staff in career development. The officer will assist in addressing staff grievances and contribute to the administration of justice within the organization.

Required Qualifications:
Candidates must possess a high school diploma or equivalent, with a preference for those holding a first-level university degree. A minimum of ten years of progressively responsible experience in human resources management or administration is required, with a reduction to five years for candidates with a relevant degree. Extensive training in the UN's HR practices and proficiency in HR information systems, such as Umoja and Inspira, are essential. Candidates should have at least three years of experience in an advisory role related to recruitment and HR policies, as well as experience in administering benefits and entitlements within the UN or a comparable organization.

Educational Background:
The educational requirement for this position includes a high school diploma or equivalent. However, candidates with a first-level university degree will have a reduced experience requirement, highlighting the importance of formal education in human resources management or a related field. Continuous professional development and training in HR practices are also encouraged to enhance the incumbent's effectiveness in the role.

Experience:
The position requires at least ten years of progressively responsible experience in human resources management, administration, or a related area. For candidates with a first-level university degree, the minimum experience requirement is reduced to five years. This experience should include extensive training in the UN's HR management practices, as well as skills in databases and HR information management systems. A minimum of three years of experience in an advisory capacity related to recruitment and HR policies is also required, along with experience in administering benefits and entitlements within the UN or a similar organization.

Languages:
English is the mandatory working language for this position, with a required proficiency level of UN Level II in reading, writing, listening, and speaking. Spanish is considered a desirable language, also requiring a proficiency level of UN Level II. The ability to communicate effectively in both languages will enhance the incumbent's ability to interact with diverse stakeholders and support the mission's objectives.
