Job Overview: The Chief of Mission (CoM) is a senior leadership position responsible for overseeing the activities of IOM in Djibouti. The CoM will work under the overall guidance of the Director General and direct supervision of the Regional Director, while also collaborating closely with relevant units at Headquarters. The role involves providing policy, administrative, programmatic, and financial support to the Country Office. The CoM will play a crucial role in strategic country program development and planning, ensuring that IOM's mandate and strategy are effectively promoted and implemented. This includes engaging in policy discussions, supporting project development, and ensuring that programs align with IOM's Strategic Vision and the UN Sustainable Development Cooperation Framework (UNSDCF). The CoM will also be responsible for advocating for appropriate migration policies and strategies, managing risks, and ensuring accountability for the Country Office's objectives.
Duties and Responsibilities: The Chief of Mission will have a comprehensive set of responsibilities, including:
Directing and monitoring project design and implementation, ensuring high-quality performance of migration-related projects.
Taking full responsibility for the successful execution of ongoing operational programs and developing new strategies for identifying opportunities.
Participating actively in UN Country Team (UNCT) meetings and ensuring that migration-related issues are integrated into the CCA and UNSDCF processes.
Engaging with governmental authorities and stakeholders to promote IOM's objectives and represent the organization at national and international conferences.
Managing the operational, human resources, administrative, budgetary, and financial activities of the Country Office.
Facilitating knowledge generation and management, ensuring best practices are identified and shared.
Leading the PSEA/SH Strategy at the country level, ensuring that policies are followed and that a culture of safety and respect is maintained.
Performing other duties as assigned by the Director General or Regional Director.
Required Qualifications: Candidates must possess a Master’s degree in Political or Social Science, International Relations, Business Administration, or a related field from an accredited academic institution, along with ten years of relevant professional experience. Alternatively, a University degree in the above fields with twelve years of relevant professional experience is acceptable. Significant experience in general management, project and resource management, diplomacy, fundraising, and public relations is required. Candidates should also have experience in delivering large and diverse programs in complex settings related to migration.
Educational Background: The educational background required for this position includes a Master’s degree in relevant fields such as Political or Social Science, International Relations, or Business Administration from an accredited institution. Accredited universities are those listed in the UNESCO World Higher Education Database. A University degree in the same fields is acceptable if accompanied by twelve years of relevant professional experience.
Experience: The position requires significant experience in general management, project management, and resource management. Candidates should have a proven track record in diplomacy, fundraising, and public relations, as well as experience liaising with governmental and diplomatic authorities and international institutions. Additionally, experience in delivering large and diverse migration programs in both emergency and development contexts is essential.
Languages: Fluency in English and French is required for this position, both oral and written. IOM’s official languages include English, French, and Spanish, and all staff members must be fluent in one of these languages. A working knowledge of another official UN language (Arabic, Chinese, Russian, or Spanish) is considered an advantage. Language proficiency will be evaluated during the selection process, which may include written and/or oral assessments.
