Job Overview:
The Finance Assistant position is crucial for supporting the financial operations of various IOM projects within the Regional Office in Dakar. The role involves working under the supervision of the Deputy Regional Director and the Regional Finance and Budget Officer, ensuring that financial tasks are executed efficiently and accurately. The Finance Assistant will be responsible for data extraction and input into financial systems, responding to financial queries, assisting in payroll preparation, and ensuring compliance with financial policies. This position requires a detail-oriented individual who can manage multiple tasks and maintain a high level of accuracy in financial reporting and documentation.

Duties and Responsibilities:
  • Extract and input data from various sources into financial or accounting systems.
  • Respond to accounting, budget, or financial queries from staff within the unit and other departments.
  • Assist in payroll preparation by executing validity checks on monthly payroll results.
  • Review payment requests to ensure they are duly authorized and supported by necessary documentation.
  • Create new Vendor Accounts in the WAVE system.
  • Verify vendor requests for accuracy and compliance with IOM finance policies.
  • Perform claim verifications to ensure proper authorization and receipt of goods/services.
  • Prepare necessary receipt and journal vouchers.
  • Assist in the preparation of budget, accounting, financial, and statistical reports. 1
  • Provide assistance to staff services such as travel and expense claims. 1
  • Ensure systematic filing of all posted payments and accounting documents. 1
  • Manage the Petty Cash for the office. 1
  • Perform other related duties as required.

Required Qualifications:
Candidates must possess a High School diploma with four years of relevant experience, or a Bachelor’s degree in Business Administration, Accounting, Finances, or related fields with two years of relevant professional experience. Accredited universities are those listed in the UNESCO World Higher Education Database. Proficiency in Microsoft Office applications is essential, and experience with SAP is a distinct advantage. Candidates should demonstrate attention to detail, organizational skills, discretion, and a client-oriented approach. Experience working with international humanitarian organizations or in a multi-cultural setting is preferred.

Educational Background:
The educational background required for this position includes a High School diploma with four years of relevant experience or a Bachelor’s degree in Business Administration, Accounting, Finances, or related fields. The degree must be from an accredited institution recognized by the UNESCO World Higher Education Database, ensuring that candidates have a solid foundation in relevant financial principles and practices.

Experience:
The position requires candidates to have a minimum of two years of relevant professional experience if they hold a Bachelor’s degree, or four years of experience with a High School diploma. Experience should include proficiency in Microsoft Office applications, and familiarity with SAP is considered a distinct advantage. Candidates should also have prior work experience with international humanitarian organizations or government institutions, particularly in a multi-cultural environment, which will enhance their ability to navigate the complexities of the role.

Languages:
IOM’s official languages are English, French, and Spanish. Proficiency in these languages is mandatory, and candidates will be evaluated on their language skills during the selection process, which may include written and/or oral assessments. Knowledge of additional languages may be considered an asset, enhancing communication within the diverse environment of IOM.

This position is subject to local recruitment, meaning only candidates with a valid residence and work permit for Senegal will be considered.
