Job Overview: The position of Young and Emerging Evaluator (YEE) is integral to the UNFPA India Country Office's evaluation of its tenth Country Program (2023-2027). The primary purpose of this consultancy is to support the evaluation process, which aims to enhance accountability, facilitate evidence-based decision-making, and foster learning within the organization. The YEE will contribute to all phases of the Country Programme Evaluation (CPE), bringing a youth perspective to the evaluation. This role involves assisting in the development of evaluation methodologies, refining the theory of change, formulating evaluation questions, and creating data collection tools. The YEE will also engage in data collection activities, including site visits and interviews, and will support the analysis of data. Furthermore, the YEE will play a role in disseminating evaluation results and ensuring their practical application. Duties and Responsibilities: The Young and Emerging Evaluator will have a diverse set of responsibilities throughout the evaluation process. These include:
Assisting the evaluation team leader in developing the evaluation methodology and refining the theory of change.
Finalizing evaluation questions and developing the evaluation matrix, data collection methods, and indicators.
Participating in data collection activities, which may involve site visits, conducting interviews, facilitating group discussions, and reviewing relevant documents.
Supporting data analysis efforts in collaboration with the evaluation team.
Contributing to the dissemination of evaluation results and facilitating their use among stakeholders.
Providing administrative support throughout the evaluation process, including scheduling meetings and coordinating with the CPE manager and UNFPA staff.
Reporting to the CPE Manager and Evaluation Team Leader on progress and deliverables.
Engaging in continuous learning and professional development to enhance evaluation skills and knowledge.
Required Qualifications: To qualify for the Young and Emerging Evaluator position, candidates must meet several criteria:
A certificate in evaluation or an equivalent qualification is preferred.
Candidates should have less than 10 years of work experience in monitoring and evaluation, research, or social studies within the context of international development.
A minimum of 2 years of experience is required for those with a Master's degree, while candidates with a Bachelor's degree should have at least 4 years of relevant experience.
Strong analytical and problem-solving skills are essential, along with the ability to work effectively in a team environment.
Excellent organizational, communication, and writing skills are necessary for this role.
