Job Posting Organization:

Job Overview:
The consultant will play a crucial role in providing technical support to the Ministry of Health, specifically the Center for HIV/AIDS and STIs (CHAS) and the National Tuberculosis Control Center (NTC). This position is vital for addressing the ongoing public health threats posed by tuberculosis and HIV/AIDS in Lao PDR. The consultant will be involved in reviewing and revising national strategic documents related to HIV and STIs, ensuring that they align with the latest global and WHO guidelines. The consultant will also monitor the implementation of these strategies and provide technical guidance to improve service delivery for key populations affected by these diseases. The overarching goal is to support Lao PDR in achieving its health objectives, particularly in the context of the Health and Nutrition Services Access Project II (HANSA) and the national policy aimed at Universal Health Coverage (UHC) by 2025.

Duties and Responsibilities:
The consultant will be responsible for a variety of tasks, including:
  • Reviewing existing national strategic documents for HIV and STIs and revising them according to the latest global and WHO consolidated guidelines.
  • Collaborating with the WHO team and the Ministry of Health to monitor the implementation of strategies and provide technical guidance for strengthening reporting mechanisms.
  • Assessing STI service delivery and access for key populations, generating recommendations for improved service delivery. The consultant will also be expected to produce monthly reports detailing progress on deliverables, which include the revision of national guidelines, technical guidance for integrating TB and HIV services, and conducting gap analyses for STI services.

Required Qualifications:
The position requires a Bachelor’s degree in medicine, epidemiology, public health, health sciences, or a related field from a recognized university. A postgraduate degree in Epidemiology or Public Health is desirable. The consultant must have at least 7 years of work experience in public health, with a preference for experience in TB, HIV, STIs, or similar communicable diseases. Experience working in Lao PDR or other Asia-Pacific countries, as well as with WHO or UN agencies, is highly desirable. The consultant should possess strong technical skills in data analysis, stakeholder consultations, and report writing, along with the ability to interact effectively with health professionals and government counterparts.

Educational Background:
The educational background required for this position includes a Bachelor’s degree in a relevant field such as medicine, epidemiology, public health, or health sciences. A postgraduate degree in a related field is considered an asset, as it demonstrates a higher level of expertise and knowledge in public health issues, particularly those related to communicable diseases.

Experience:
The consultant must have a minimum of 7 years of relevant work experience in public health. This experience should ideally include work on TB, HIV, STIs, or similar communicable diseases. Additionally, experience in supporting governments to achieve public health goals and working with WHO or UN agencies is preferred. The consultant should also have a proven track record of managing public health programs and implementing health interventions.

Languages:
A high level of proficiency in spoken and written English is essential for this position. This proficiency is necessary for effective communication with stakeholders, preparation of reports, and delivery of presentations. Knowledge of additional languages may be beneficial but is not mandatory.

The consultancy is set to last for 6 months, starting from 2 February 2026 and ending on 31 July 202
  • The consultant will be based in Vientiane Capital, Lao PDR, and may need to travel to provinces as required. Medical clearance is mandatory for this position. The remuneration for the consultant is set at Band level B, with a monthly salary ranging from USD 7,000 to 9,98
  • Local travel within the country will be arranged by the WHO Country Office.
