The Independent Investigative Mechanism for Myanmar (Mechanism) was established by the Human Rights Council in its resolution 39/2, adopted on 27 September 201
  • Its mission is to investigate serious international crimes such as crimes against humanity, war crimes, and genocide, as well as other violations of law" style="border-bottom: 1px dotted #007bff !important;">international law. The establishment of the Mechanism was welcomed by the General Assembly in its resolution 73/264, adopted on 22 December 201
  • The Mechanism operates with a focus on accountability and justice for victims of serious human rights violations in Myanmar, and it is based in Geneva, Switzerland.

Job Overview:
The Information Systems Management Specialist will be responsible for enhancing the Mechanism's capabilities in analyzing large datasets, particularly video and imagery, through the application of advanced computational techniques. The incumbent will work under the direct supervision of the Chief of Information Systems Management Section (ISMS) and will be expected to assess the suitability of various datasets for computational interventions, develop and deploy these interventions, and evaluate technologies and methodologies for their potential utility in the Mechanism's work. The role requires a strong understanding of computer vision and artificial intelligence technologies, as well as the ability to establish workflows and methodologies that support the Mechanism's strategic objectives. The incumbent will also conduct technical research and document findings to improve the Mechanism's analytical capabilities.

Duties and Responsibilities:
The duties and responsibilities of the Information Systems Management Specialist include: assessing the suitability of datasets for computational interventions; developing and deploying computational interventions for data analysis; evaluating technologies and methodologies for their utility; establishing and documenting workflows; implementing computer vision systems; conducting technical research and experiments; providing analytical capabilities for video and image datasets; collaborating with investigative and analytic teams; supporting the Chief ISMS in gauging progress and addressing issues; and undertaking other duties as required. The role demands a proactive approach to problem-solving and the ability to work collaboratively within a team environment.

Required Qualifications:
Candidates must possess a strong background in computer vision or a related field, with a minimum of five years of progressively responsible work experience. They should have experience in implementing and leveraging machine learning technologies related to computer vision, such as TensorFlow, PyTorch, CUDA, and OpenCV/OpenCL. Additionally, experience in architecting and deploying computer vision solutions in cloud environments like Microsoft Azure or Amazon AWS is desirable. Familiarity with software for analyzing large sets of images and videos, as well as experience in object detection, recognition, and segmentation, is also required.

Educational Background:
An advanced university degree (Master's degree or equivalent) in Computer Science, Computer Vision, AI, Mathematics, Physics, Statistics, or a related technical field is required. Alternatively, a first-level university degree combined with two additional years of qualifying work experience may be accepted in lieu of the advanced degree. Certifications in Microsoft Azure AI/Machine Learning and/or Amazon AWS AI/Machine Learning are desirable, as is certification in project management.

Experience:
The position requires a minimum of five years of progressively responsible work experience in the field of computer vision or a related area. Candidates should have demonstrated experience in implementing machine learning technologies for computer vision applications, as well as experience in analyzing large datasets of images and videos. Experience in deploying solutions in cloud environments is also highly valued.

Languages:
The working languages of the United Nations Secretariat are English and French. For this position, proficiency in English is required at UN Level II, which includes reading, writing, listening, and speaking. Knowledge of French is an asset but not mandatory.
