Job Overview:
The position of Protection Expert involves the development and delivery of training modules focused on comprehensive case management for victims of trafficking (VoTs). The role emphasizes trauma-informed methodologies and holistic support to facilitate the recovery and reintegration of trafficking survivors. The consultant will work within the framework of the National Strategy on Trafficking in Persons (2022–2026) in Egypt, collaborating with national stakeholders to enhance the quality and impact of protection services. The expert will be responsible for creating training materials that are tailored to the Egyptian context, ensuring that they reflect both national priorities and international best practices. The overarching goal is to address the complex needs of trafficking survivors effectively, enabling their successful reintegration into society.

Duties and Responsibilities:
The consultant will undertake a comprehensive set of tasks, including:
  • Developing training modules focused on comprehensive case management for victims of trafficking, emphasizing trauma-informed methodologies and holistic support.
  • Conducting in-depth assessments of current initiatives in capacity building, identifying gaps and opportunities for improvement.
  • Delivering training sessions to staff at government-operated shelters and Civil Society Organizations (CSOs) involved in counter-trafficking initiatives.
  • Creating detailed guides, toolkits, and recommendations for improving survivor reintegration practices.
  • Fostering multi-sectoral collaboration to enhance the overall quality and sustainability of protection and reintegration services.
  • Evaluating the effectiveness of training through pre- and post-assessments and gathering feedback for continuous improvement.
  • Developing a roadmap for IOM's support to CSOs engaged in assisting survivors, detailing specific areas for technical assistance and material support.

Required Qualifications:
Candidates must possess a strong background in social sciences, human rights, migration studies, or related fields. They should demonstrate expertise in developing and executing comprehensive programs for survivors of trafficking, with a focus on trauma-informed, rights-based, and culturally sensitive approaches. Proven experience in providing protection to vulnerable populations and working with CSOs and government entities in the field of migration and human rights is essential. Strong facilitation and training skills, along with excellent research, analytical, and reporting abilities, are also required.

Educational Background:
An advanced university degree in social sciences, human rights, migration studies, or related fields is required for this position. This educational background is crucial for understanding the complexities of human trafficking and the needs of survivors, as well as for developing effective training modules and interventions.

Experience:
Candidates should have demonstrated expertise in the development and execution of comprehensive programs for survivors of trafficking. This includes the ability to assess individual needs, design tailored support interventions, and ensure access to essential services such as psychosocial care, education, and vocational training. Familiarity with the challenges faced by survivors and experience in providing protection to vulnerable populations are critical. Additionally, experience working with CSOs and government entities in the field of migration and human rights is highly valued.

Languages:
Fluency in English is mandatory, and knowledge of additional relevant languages is considered an asset. IOM's official languages include English, French, and Spanish, and proficiency in these languages will be evaluated during the selection process, which may include written and/or oral assessments.

Additional Notes:
The consultancy is expected to involve travel, and candidates should be prepared for this requirement. The appointment will be subject to certification of medical fitness, verification of residency, visa, and government authorizations where applicable. IOM covers consultants against occupational accidents and illnesses under the Compensation Plan, free of charge, for the duration of the consultancy. However, consultants are responsible for their own medical insurance for non-occupational accidents or illnesses. IOM has a zero-tolerance policy on conduct incompatible with its aims and objectives, including discrimination and harassment.
