Job Overview:
The position involves working on the Global Report on Adult Learning and Education (GRALE 6), which is a significant publication that assesses the progress of adult learning and education (ALE) globally. The consultant will be responsible for drafting the Monitoring section of GRALE 6, which includes developing methodological and analytical frameworks, analyzing survey data, and producing data visualizations. The consultant will work closely with the UNESCO Institute for Lifelong Learning (UIL) and will be expected to produce a comprehensive text of approximately 30,000 words. The role requires a strong understanding of ALE frameworks and the ability to integrate quantitative and qualitative data effectively. The consultant will also need to ensure that the findings are policy-oriented and accessible to various stakeholders, including policymakers and researchers.

Duties and Responsibilities:
The consultant's duties will include the following:
  • Development of the Methodological and Analytical Framework: Create a methodological framework for analyzing diverse data, ensuring comparability and transparency. Propose an analytical framework with justifications and provide examples of its application.
  • Data Preparation and Analysis: Prepare a structured analytical dataset, ensuring that gender-disaggregated data is coded and validated. Conduct quantitative and qualitative analyses, integrating gender analysis where possible. Identify global and regional patterns and produce visual representations of the findings.
  • Preparation of the Draft Monitoring Section: Draft the Monitoring section in line with GRALE 6's editorial structure, integrating analysis, metadata, and key messages.
  • Revision and Finalization: Revise drafts based on feedback from UIL and submit the final draft, ensuring alignment with the overall report structure. The consultant will also participate in regular meetings and strategic discussions with UIL management and the GRALE Core Team.

Required Qualifications:
Candidates must possess a strong background in quantitative and qualitative analysis, particularly with large datasets. They should have experience in mixed-methods research and be skilled in policy-oriented writing for a global audience. Knowledge of adult learning and education frameworks, as well as international reporting standards, is desirable. The consultant should demonstrate a proven track record of delivering analytical and policy reports for international organizations and possess strong communication and documentation skills. Additionally, the ability to work collaboratively under tight timelines and manage iterative review processes is essential.

Educational Background:
A relevant educational background is required, typically including a master's degree or higher in education, social sciences, or a related field. Candidates should have a strong understanding of adult learning principles and methodologies, as well as experience in research and analysis within the education sector.

Experience:
The position requires significant experience in data analysis, particularly in the context of education or social research. Candidates should have a minimum of several years of relevant experience, ideally with a focus on adult learning and education. Experience working with international organizations, particularly in a consultancy capacity, is highly advantageous.

Languages:
Fluency in English is mandatory, as the work will be conducted in English and aimed at a global audience. Knowledge of additional languages, particularly French or Spanish, is considered a valuable asset, as it may facilitate communication with a broader range of stakeholders.

Additional Notes:
The consultancy is remote, allowing for flexibility in location. The consultant will be compensated based on the submission and approval of deliverables, with payments issued in installments. All deliverables will remain the intellectual property of UNESCO, and the consultant must adhere to the organization's style and referencing guidelines.
