Job Overview:
The Admin Manager position is crucial for ensuring strong financial oversight and sound human resources management at the base level during a period of operational transition and relocation. The role is supervised by the Field Coordinator and guided by the Finance/HR Coordinators. The primary objective is to guarantee the continuity, reliability, and compliance of financial follow-up, cash-flow management, and budget monitoring in a changing operational environment. The Admin Manager will also ensure effective HR administration, staff management, and adherence to HR policies, supporting teams through organizational adjustments linked to base relocation and evolving operational setups. The position faces challenges such as complicated visa issuance, low funding leading to understaffed teams, and heavy administrative impediments that can delay activities. The first two to three months will focus on managing the budget follow-up process, staff relocation, and capacity building for national staff.

Duties and Responsibilities:
The Admin Manager will be responsible for a variety of tasks, including but not limited to: managing the budget follow-up process to ensure proper visibility for the base; overseeing staff relocation, termination, and hiring in accordance with SI internal and national government standards; supporting the capacity building efforts of national staff; ensuring compliance with financial reporting and audits; maintaining internal controls; managing HR administration including recruitment, contracts, payroll, and staff files; and ensuring adherence to disciplinary procedures. The role also requires strong coordination and communication with operational teams and coordination levels, as well as the ability to work independently and prioritize tasks effectively.

Required Qualifications:
Candidates must possess a Bachelor’s or Master’s degree in Finance, Accounting, Human Resources, Business Administration, Economics, or a related field. Additionally, they should have 3 to 4 years of experience in the humanitarian sector and a similar position. Strong experience in financial management, accounting, budgeting, cash-flow forecasting, and internal controls is essential. Candidates should also have solid knowledge of donor compliance, financial reporting, audits, and administrative procedures, along with good command of HR administration.

Educational Background:
The educational background required for this position includes a Bachelor’s or Master’s degree in relevant fields such as Finance, Accounting, Human Resources, Business Administration, or Economics. This educational foundation is critical for understanding the complexities of financial management and human resources in a humanitarian context.

Experience:
The position requires candidates to have 3 to 4 years of experience in the humanitarian sector, specifically in roles that involve financial management and human resources. Experience in a similar position is also necessary to ensure that the candidate is well-prepared to handle the responsibilities of the Admin Manager role effectively.

Languages:
Fluency in English is mandatory for this position, as it is the primary language of communication within the organization. Knowledge of Arabic would be an advantage, as it would facilitate better communication with local staff and communities.

  • The position is salaried, with compensation starting from EUR 2310 gross per month, which includes a base salary and an annual leave allowance. Additionally, a monthly Per Diem of USD 750 is provided, along with coverage for accommodation costs and travel expenses. The organization implements a system of alternation between work and time off, allowing for breaks every three months. Expatriates benefit from a comprehensive insurance package covering healthcare expenses, including medical, surgical, dental, and repatriation costs.
