Job Overview: The Safety and security" style="border-bottom: 1px dotted #007bff !important;">Security Officer will report directly to the Senior Safety and Security Manager (SSSM) of FHI 360 RDC. This position is integral to the security team responsible for the overall management and implementation of the organization's security policies at the national level, supporting projects such as EpiC, STRIDES, and Kitumaini. The officer will work closely with the SSSM and the Country Representative (CR) to support the implementation and oversight of all safety and security programs within FHI 360 RDC. The role involves developing, updating, and enforcing security procedures in accordance with organizational policies, ensuring effective coordination of emergency response exercises, communication protocols, and contingency planning. The Safety and Security Officer will assist in managing incident responses, coordinate on-the-ground during emergencies or crises, and ensure compliance with established safety and security standards. Additionally, the officer will maintain records, compile data for loss control and incident reporting, and contribute to the continuous improvement of the organization's security practices.
Duties and Responsibilities: The Safety and Security Officer will support the security team (SSSM and CR) in developing, managing, and coordinating organization-wide security programs to address various needs and issues. Responsibilities include interacting and coordinating with security professional networks and service providers to help protect staff, assets, and intellectual property. The officer will prepare risk and threat assessment reports along with mitigation recommendations for internal use. Participation in field assessments in new project implementation areas is required, documenting findings using FHI 360's standard templates. The officer will assist in developing and establishing the Country Security Plan, Evacuation Plan, and other security policies and procedures. Conducting security and political risk analyses, facilitating security management and risk training for staff, and building relationships with relevant authorities and community leaders to ensure access to ongoing programs are also key responsibilities. The officer will monitor and analyze the threat environment faced by the project, regularly collecting and triangulating information. Under the guidance of the SSSM and/or director" style="border-bottom: 1px dotted #007bff !important;">Country Director (CD), the officer will disseminate threat warnings to all staff as necessary. Ensuring appropriate risk mitigation measures are taken in response to threats or changes in the threat landscape is crucial, including physical protection measures, safe work routines, movement restrictions, protective equipment, and the provision of security personnel. The officer will supervise the control and coordination of movements for the project, transport, and staff location for the assigned geographical area. Additionally, the officer will oversee any security contractors engaged by the project to ensure contractual compliance and task execution, acting as the focal point of contact with the security provider. Reporting security incidents, violations, and recommended corrective actions to senior management, the SSSM, and/or the CD is essential. The officer will ensure that all new employees, consultants, and visitors receive appropriate security orientations and briefings. Routine security inspections and investigations in offices and residential areas will be conducted to verify that all security devices (locks, alarms, access systems) are operational. The officer will ensure that firefighting equipment is available on-site, maintain the fire evacuation plan, and organize drills and training as necessary. Ensuring that visitor access systems and vehicle control measures are effective and suitable for the threat environment is also part of the role. The officer may need to assist in emergency interventions outside of office hours if required.
Required Qualifications: The position requires a Bachelor's degree in criminal justice, security management, political science, international relations, or a related field. A minimum of 4 years of professional experience in security operations, risk management, or security coordination is essential, preferably within an international NGO or humanitarian organization operating in complex or high-risk environments. Practical knowledge of security risk assessment, incident reporting, and emergency preparedness procedures is necessary. Experience in conducting security briefings, training, and exercises for staff is also required. The candidate must demonstrate the ability to implement and monitor security procedures at the field level, possess an excellent understanding of the local security context in RDC (political, cultural, and operational dynamics), and have proven analytical skills to assess situations, evaluate threats, and recommend mitigation measures. Strong interpersonal and communication skills are essential, with the ability to build effective relationships with staff, communities, and local authorities. The candidate must be able to work under pressure and respond calmly and decisively in emergencies, demonstrating cultural sensitivity, integrity, and a strong commitment to humanitarian principles.
Educational Background: A Bachelor's degree in criminal justice, security management, political science, international relations, or a related field is required for this position. This educational background provides the foundational knowledge necessary for understanding the complexities of security management and risk assessment in challenging environments.
Experience: The position requires a minimum of 4 years of professional experience in security operations, risk management, or security coordination. This experience should preferably be within an international NGO or humanitarian organization, particularly in complex or high-risk settings. The candidate should have a proven track record of effectively managing security protocols and responding to incidents in a timely and efficient manner.
Languages: Fluency in French is mandatory for this position, while proficiency in English is highly desirable. Knowledge of local languages is considered an asset, as it can enhance communication and relationship-building with local communities and authorities.
