Job Overview: The Monitoring & Evaluation Associate will play a crucial role in supporting the Social Justice (SO-JUST) Project, which aims to enhance access to justice for vulnerable and disadvantaged groups in Jamaica. This position involves working closely with the Project Management Unit (PMU) and various stakeholders, including government officials, UN agencies, and civil society organizations. The Associate will be responsible for implementing effective monitoring and evaluation processes, ensuring that the project aligns with national and global objectives, including the SDGs. The role requires a strong focus on results-based management (RBM) and the ability to facilitate knowledge sharing and capacity building among project staff and stakeholders. The Associate will also contribute to strategic partnerships and resource mobilization efforts to support the project's goals.
Duties and Responsibilities: The Monitoring & Evaluation Associate will be responsible for the following key functions: 1) Effective management of monitoring and evaluation processes, focusing on the SO-JUST Project. This includes leading the refinement of results frameworks, designing and implementing monitoring plans, conducting field visits, and ensuring data quality standards are met. 2) Providing high-quality support to knowledge management and capacity building, which involves integrating lessons learned into the MCO’s knowledge management system, promoting shared responsibility for M&E, and building capacities of project staff on best practices in RBM. 3) Supporting strategic partnerships and resource mobilization efforts, including donor analytics research and tracking resource mobilization targets. The Associate will also be expected to perform other functions as requested by management.
Required Qualifications: Candidates must possess a minimum of 7 years of progressively relevant experience in the design and implementation of Results Monitoring and Evaluation Systems, or 4 years with a Bachelor’s degree. Experience in preparing monitoring reports for complex projects is essential, along with proficiency in using computers and office software packages. Knowledge of web-based management systems is also required. Candidates should demonstrate strong communication skills in English, both written and oral. Desired qualifications include experience working with ministries or national institutions, proficiency in statistical software for data analysis, and experience in building the capacity of national entities in Monitoring, Evaluation, and Reporting.
Educational Background: A secondary education is required for this position, while a University Degree in Economics, Statistics, Sociology, Demography, or a relevant field is desirable but not mandatory. This educational background will provide the necessary foundation for understanding the complexities of monitoring and evaluation within the context of social justice and human rights.
Experience: The position requires a minimum of 7 years of relevant experience with secondary education or 4 years with a Bachelor’s degree. Candidates should have a strong background in designing and implementing monitoring and evaluation systems, as well as experience in preparing monitoring reports for complex projects. Additional experience in primary and secondary research, data analysis, and working with justice sector stakeholders will be considered an asset.
Languages: Proficiency in English is mandatory for this position, both written and oral. While English is the primary language required, knowledge of additional languages may be considered an advantage, particularly in the context of working with diverse stakeholders and communities.
