Job Overview: The Supply Chain Officer will operate under the overall supervision of the Chief of Mission (CoM) and direct supervision of the Resources Management Officer (RMO). This role involves close collaboration with the Regional Office for Middle East and North Africa (MENA) in Egypt and coordination with the Supply Chain Division at Headquarters (HQ). The officer will be responsible for managing supply chain activities, ensuring the delivery of quality goods and services to beneficiaries at optimal prices and in a timely manner. The position requires strategic planning for supply chain activities in collaboration with internal and external stakeholders, conducting logistics capacity assessments, and market research to inform decision-makers about local market trends. The officer will also coordinate and monitor all supply chain management tasks, including planning, budgeting, and scheduling, while preparing regular progress reports and statistical information as needed. The role is crucial for the effective management of supply chain activities, including procurement, warehouse management, transport, and distribution, and involves providing support, guidance, and training to relevant staff.
Duties and Responsibilities: The Supply Chain Officer will be responsible for a comprehensive set of duties, including:
Conducting logistics capacity assessments and market research to inform decision-making.
Coordinating and monitoring supply chain management tasks, including planning, budgeting, and scheduling.
Preparing regular progress reports and statistical information.
Managing supply chain activities, including procurement, warehouse management, transport, and distribution.
Identifying supply chain bottlenecks and proposing process optimizations.
Reviewing procurement requests and evaluating vendor performance.
Soliciting bids and overseeing the bidding process.
Ensuring compliance with procurement rules and regulations.
Submitting asset and procurement reports in a timely manner. 1

Participating in UN inter-agency meetings related to supply chain management.
Required Qualifications: Candidates must possess a Master’s degree in Business Administration, Supply Chain Management, Logistics, Procurement, or a related field from an accredited institution, along with two years of relevant professional experience. Alternatively, a University degree in the aforementioned fields with four years of relevant professional experience is acceptable. Candidates should have extensive knowledge of IOM/UN internal procurement and financial rules, as well as proficiency in SAP/WAVE/ORACLE systems. Strong computer literacy is essential, and candidates should demonstrate the ability to manage diverse procurement and logistics operations effectively.
Educational Background: The educational background required for this position includes a Master’s degree in Business Administration, Supply Chain Management, Logistics, Procurement, or a related field from an accredited academic institution. Alternatively, a University degree in the same fields is acceptable, provided the candidate has four years of relevant professional experience. This educational foundation is critical for understanding the complexities of supply chain management and procurement processes within the context of international organizations.
Experience: The position requires candidates to have experience in managing diverse procurement and logistics operations. Demonstrated experience in training and supervising teams of co-workers, as well as managing vendors and suppliers, is essential. Candidates should be able to showcase their ability to handle complex supply chain challenges and provide effective solutions.
Languages: Fluency in English is required for this position, both oral and written. Knowledge of another official UN language, such as Arabic, Chinese, French, Russian, or Spanish, is considered an advantage. IOM's official languages are English, French, and Spanish, and all staff members are expected to be proficient in at least one of these languages.
Additional Notes: The contract for this position is fixed-term for one year, with the possibility of extension based on performance and funding availability. The position is classified at the P-2 grade level, and internationally recruited professional staff are required to be mobile. Candidates must meet medical fitness requirements and any residency or visa requirements. The selection process may be used to fill similar positions in various duty stations, and recommended candidates will remain eligible for appointment in similar positions for a period of 24 months.
