Job Overview: The Data Systems & ETL Development Consultant will play a crucial role in enhancing the data management capabilities of Gaza Sky Geeks (GSG). The consultant will be responsible for extracting and translating program log frames and budgets into structured data requirements, working closely with a third-party consultant to design and implement a scalable, integrated database architecture. This position requires a strong focus on establishing a data warehouse and ETL pipelines to support automated and real-time reporting, ultimately strengthening GSG's overall data systems to improve analytics, organizational learning, and reporting. The consultant will engage in various activities, including data cleaning, requirements gathering, and ensuring data quality and integrity across systems. The role demands collaboration with program teams to identify learning opportunities through advanced data analytics and to provide technical documentation and training to staff.
Duties and Responsibilities: The consultant will be tasked with extracting data requirements from GSG logframes, budgets, and reporting frameworks. They will conduct comprehensive requirements-gathering sessions with relevant GSG team members and program leads, design a robust database architecture that encompasses all GSG programs and functionalities, and develop a documented data warehouse structure to consolidate program, monitoring, evaluation, and learning (MEL), and operational data. Additionally, the consultant will create and implement ETL pipelines to support the data warehouse, ensuring data quality, integrity, and consistency across systems. They will build and maintain real-time and automated reports and dashboards to support internal management, partners, and donors. The consultant will also work closely with program, MEL, and management teams to identify learning opportunities through advanced data analytics, support system testing and validation, and provide relevant training and documentation to ensure accurate data management protocols.
Required Qualifications: Candidates must possess a Bachelor's degree in a relevant field such as Data Science, Statistics, Mathematics, Science, or Computer Science. A minimum of five years of work experience in a relevant field is required, with experience in monitoring, evaluation, and learning (MEL) or a highly organized role in other fields being advantageous. Proficiency in data management and analysis tools such as Power BI, Microsoft Azure, and Microsoft Excel is essential. The ability to run online surveys for data collection and operate the ETL process to extract, transform, and load data into SQL Server databases in the cloud is also necessary. Candidates should have significant experience in quantitative and qualitative data analysis, as well as the ability to present data analysis to senior management and external stakeholders effectively.
Educational Background: The educational background required for this position includes a Bachelor's degree in a relevant field such as Data Science, Statistics, Mathematics, Science, or Computer Science. This foundational knowledge is critical for understanding data systems and analytics, as well as for effectively managing and interpreting complex data sets.
Experience: The position requires at least five years of relevant work experience. This experience should ideally include roles focused on data management, analysis, and monitoring and evaluation (MEL). Candidates with a strong background in data analytics, particularly those who have worked in structured environments with a focus on data integrity and reporting, will be well-suited for this role.
Languages: Strong English communication skills are mandatory for this position, as effective communication with international staff and project stakeholders is crucial. While English proficiency is essential, knowledge of additional languages may be considered a plus, particularly if it enhances communication with diverse teams and stakeholders.
