Job Posting Organization:
The United Nations Development System was reformed on January 1, 2019, under the leadership of the UN Secretary-General to enhance its effectiveness in achieving the 2030 Agenda and the Sustainable Development Goals (SDGs). The UN Resident Coordinator Offices (UN RCO) play a crucial role in this reform, supporting countries in their development priorities and the attainment of the SDGs. The UN RCO in Georgetown, Guyana, operates under the guidance of an independent UN Resident Coordinator, who is the highest-ranking official of the UN Development System at the country level.

Job Overview:
The Partnerships and Resource Mobilization Officer will be responsible for providing substantive support for strategic planning and coordination of UN Country Team (UNCT) partnerships with civil society, the private sector, and other stakeholders to achieve the SDGs. This role involves advising on the development and implementation of the UN Partnership Strategy, supporting the establishment of working groups for effective implementation, and conducting liaison with UN entities to define value propositions for local partnerships. The officer will also assist in identifying risks and opportunities related to partnerships, provide inputs on due diligence processes, and support the development of locally tailored partnerships. Additionally, the officer will participate in joint resource mobilization initiatives, monitor existing partnerships, and support the UNCT in preparing funding frameworks and joint programs. The role requires close collaboration with finance experts to promote partnerships that support financing for the SDGs and contribute to knowledge management and capacity development relating to partnerships and resource mobilization.

Duties and Responsibilities:
  • Assist with the provision of substantive support for strategic planning and coordination of UNCT partnerships with civil society and the private sector.
  • Provide advice on the development and implementation of the UN Partnership Strategy.
  • Support the establishment of working groups for effective implementation and monitoring of the strategy.
  • Conduct liaison and coordination with UN entities to define local partnership value propositions.
  • Serve as a point of contact for external stakeholders seeking guidance on partnerships.
  • Provide substantive support to the Resident Coordinator and UNCT in identifying risks and opportunities related to partnerships.
  • Assist in the development and implementation of locally tailored partnerships.
  • Participate in joint resource mobilization initiatives and support management of pooled funds.
  • Monitor and analyze existing resource mobilization partnerships and relationships. 1
  • Support the UNCT in preparing the Funding Framework of the UN Sustainable Development Cooperation Framework. 1
  • Advise on corporate policies related to resource management and pooled funds. 1
  • Contribute to knowledge management and capacity development at the country level.

Required Qualifications:
Candidates must possess an advanced university degree (Master's degree or equivalent) in business or public administration, sustainable development, social sciences, education, or a related area. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is an advantage. Candidates should demonstrate a strong understanding of sustainable development theories and concepts, as well as the ability to conduct independent research and analysis.

Educational Background:
An advanced university degree (Master's degree or equivalent) in business or public administration, sustainable development, social sciences, education, or a related area is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Completion of degree and non-degree programs in data analytics, business analytics, or data science is advantageous.

Experience:
A minimum of five (5) years of progressively responsible experience in project/programme management in the context of development cooperation or a related area is required. Candidates must have experience in preparing project/programme proposals and developing and implementing partnership and resource mobilization strategies. Experience in supporting financing for development is desirable, as is work experience in data analytics or related areas. Proven experience in supporting knowledge management activities related to partnership and resource mobilization is required, including organizing and sharing relevant data and best practices.

Languages:
English is required for this position, with a minimum proficiency level of UN Level II in reading, writing, listening, and speaking. French is also a working language of the United Nations Secretariat, but English is the mandatory language for this job opening.

Additional Notes:
This is a Temporary Job Opening for a limited duration of six (6) months, with no expectation of renewal. The position is open to nationals of Guyana only, and candidates must be recruited within the country or within commuting distance of the office. If no suitable local candidate is identified, nationals of Guyana residing elsewhere may be considered, but they will be responsible for any costs related to travel and relocation.
