Job Overview:
The Finance Associate plays a crucial role in the UN Women Syria Programme, responsible for executing a wide range of financial services and administrative processes. This position ensures the timely, efficient, and transparent use of financial resources in accordance with organizational rules and regulations. The Finance Associate will work closely with the Operations Team and other stakeholders to address complex finance-related issues and ensure the smooth delivery of services. The role requires a strong client-oriented approach and adherence to UN Women’s financial policies and procedures. The Finance Associate will implement financial strategies, monitor compliance with financial regulations, and assist in the planning and execution of financial resources for the Regional Office's programme work plans and budgets.

Duties and Responsibilities:
The Finance Associate's duties include implementing financial strategies in compliance with UN Women regulations, reviewing and verifying financial transactions, monitoring financial exceptions, and providing advice on financial issues. They will prepare and administer budgets, track expenditures, and ensure proper functioning of financial management systems. The role also involves providing finance support to Programme and Operations teams, preparing financial reports, and assisting with audits. Additionally, the Finance Associate will compile information for resource mobilization efforts and facilitate knowledge sharing through training and capacity building activities. They will also supervise and guide staff as necessary, ensuring accountability and performance standards are met.

Required Qualifications:
Candidates must have a minimum of 7 years of progressively responsible experience in finance, with a strong understanding of financial rules and regulations. Proficiency in using computers and office software, as well as experience with web-based management systems, is required. Specialized national or international certification in accounting and finance is an asset, and a Bachelor's degree in finance or accounting is desirable. Successful completion of the UN Women Accounting and Finance Test is also required as part of the selection process.

Educational Background:
Completion of secondary education is required, with specialized certification in accounting and finance considered an asset. A Bachelor's degree in finance or accounting is desirable, reflecting the need for a solid educational foundation in financial principles and practices.

Experience:
The position requires at least 7 years of progressively responsible experience in finance, demonstrating a strong background in financial management and accounting processes. Experience with modern web-based ERP systems, particularly Oracle Cloud, is desirable, as is familiarity with handling financial transactions and reporting in a complex organizational environment.

Languages:
Fluency in English and Arabic is required for this position, ensuring effective communication within the organization and with stakeholders. Knowledge of another official UN language, such as French, is considered desirable, enhancing the candidate's ability to engage in a multilingual environment.

This position is based in Damascus, Syria, and may involve collaboration with various stakeholders, including regional offices and country offices. The role is full-time, and while it currently does not involve supervisory responsibilities, future program expansion may lead to such duties.
