Job Overview:
The Programme Analyst position is a vital role within the UN Women Syria Programme team, reporting directly to the Head of Programmes. This role is integral to the effective management of UN Women programmes in Syria, focusing on the design, formulation, implementation, and evaluation of various initiatives aimed at enhancing women's participation in political processes and providing humanitarian support to women and girls. The Programme Analyst will work closely with programme colleagues, operations staff, regional technical advisors, implementing partners, UN entities, and donors to ensure coherence and adherence to UN Women’s operational guidelines. The incumbent will analyze results achieved during programme implementation and support the application of relevant systems and procedures, thereby contributing to the overall success of UN Women’s initiatives in the region.

Duties and Responsibilities:
The Programme Analyst will be responsible for a wide range of duties, including but not limited to: contributing technically to the development of programme strategies in Programme Management; providing technical inputs to the design and formulation of programme/project proposals; supporting the implementation and management of the Syria programme; coordinating and monitoring programme activities; reviewing and coordinating the submission of financial and narrative reports from implementing partners; training partners on Results Based Management; monitoring progress on programme activities and results; providing inputs to financial reports; overseeing the work of Programme Associates and Assistants; contributing to resource mobilization strategies; providing technical support for inter-agency coordination; and assisting in advocacy and knowledge management efforts related to the Syria Programme. The incumbent may also perform other duties as necessary for the efficient functioning of the office and organization.

Required Qualifications:
Candidates must possess a Master’s degree or equivalent in social sciences, human rights, gender/women’s studies, international development, or a related field. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. A project/programme management certification, such as PMP®, PRINCE2®, or MSP®, is considered an added advantage. The role requires a strong understanding of programme formulation, implementation, monitoring, and evaluation, as well as knowledge of Results Based Management and the ability to analyze data effectively.

Educational Background:
The educational background required for this position includes a Master’s degree in relevant fields such as social sciences, human rights, gender studies, or international development. Candidates with a first-level university degree and additional qualifying experience may also be considered. A project/programme management certification is a plus, indicating a formal recognition of the candidate's skills in managing projects effectively.

Experience:
The position requires at least one year of relevant work experience in development programme/project implementation, coordination, monitoring, evaluation, donor reporting, and capacity building. Experience in programme management is desirable, as is experience in coordinating and liaising with government agencies and donors. This experience is crucial for ensuring the effective delivery of UN Women programmes in Syria.

Languages:
Fluency in both English and Arabic is mandatory for this position. Additionally, knowledge of another official UN language, such as French, is considered desirable. Proficiency in these languages is essential for effective communication and collaboration with various stakeholders, including government officials, donors, and civil society organizations.

Additional Notes:
The Programme Analyst position is currently not supervisory; however, there may be opportunities for supervisory responsibilities in the future as the programme expands. The role is full-time and involves working closely with various partners and stakeholders to ensure the successful implementation of UN Women programmes. Candidates should be prepared for a rigorous selection process, including background checks and verification of academic credentials and employment history.
