Job Overview:
The Project Development and Reporting Officer will be responsible for providing operational and administrative support to project development and reporting under the guidance of the Chief of Mission and direct supervision from the Project Development and Reporting Officer (RPDO). The successful candidate will assist program managers in coordinating the administrative processes for reviewing, endorsing, and tracking project proposals and reports developed by the mission. This role involves compiling information on calls for proposals, maintaining records of potential project development opportunities, and providing administrative support for the development of regional or multi-country projects. The officer will also act as the administrative focal point for the IOM PRIMA portal system, ensuring regular updates and follow-up actions. Additionally, the officer will support the drafting of internal reports, presentations, and other relevant documentation, while maintaining up-to-date mapping of donor contacts and trends. Participation in workshops and meetings related to the technical area of expertise is also expected, along with any other duties assigned by the RPDO.

Duties and Responsibilities:
  • Provide operational and administrative support to project development and reporting processes.
  • Assist program managers in coordinating the review, endorsement, and tracking of project proposals and reports.
  • Compile information on calls for proposals and maintain records of potential project development opportunities.
  • Provide administrative support for the development of regional or multi-country projects, including documentation compilation and meeting organization.
  • Act as the administrative focal point for the IOM PRIMA portal system, ensuring timely updates and follow-up actions.
  • Support the drafting of internal reports, presentations, talking points, speeches, statements, and briefings.
  • Maintain up-to-date mapping of donor contacts, trends, and opportunities.
  • Participate in workshops and meetings related to the technical area of expertise.
  • Perform any other duties as assigned by the RPDO.

Required Qualifications:
  • School diploma with five years of relevant experience; or a Bachelor’s degree in Political or Social Sciences, Business Administration, Migration Studies, International Relations, Law, or a related field with three years of relevant professional experience.
  • Accredited universities must be listed in the UNESCO World Higher Education Database.
  • Experience in the field of migration issues, including operational and field experience, with project management and development expertise.
  • Demonstrated ability to liaise with governmental authorities, national/international institutions, private sector, and NGOs.
  • Work experience in project development in the region is an asset.

Educational Background:
Candidates must possess either a school diploma with five years of relevant experience or a Bachelor’s degree in a relevant field such as Political or Social Sciences, Business Administration, Migration Studies, International Relations, Law, or a related discipline, along with three years of relevant professional experience. The educational qualifications must be from accredited institutions recognized in the UNESCO World Higher Education Database.

Experience:
The position requires candidates to have substantial experience in the field of migration issues, including operational and field experience. Candidates should have a background in project management and development, with demonstrated expertise in the technical area of project development. Experience in liaising with governmental authorities, national and international institutions, private sector entities, and NGOs is essential. Additionally, work experience in project development within the region is considered an asset.

Languages:
Fluency in English is required for this position, both oral and written. IOM’s official languages include English, French, and Spanish. Proficiency in these languages will be evaluated during the selection process, which may include written and/or oral assessments.

The selection process for this vacancy is subject to funding confirmation. Recommended candidates may be considered for similar positions in various duty stations for a period of 24 months.
