Job Overview: The Project Management and Monitoring and EvaluationAnalyst position is a senior role within the UNFPA Bolivia Country Office, specifically focused on the project "Preventing Maternal Mortality by Strengthening SRMNAH Services and Rights of Adolescent Girls and Women in Beni and Potosí Departments, Bolivia". This role involves providing leadership in monitoring and evaluating the project, ensuring that the monitoring and evaluation framework is executed effectively and meets international and organizational standards. The analyst will report directly to the Deputy Representative and will be responsible for supervising the project as part of an integrated team. The position requires a strong focus on data analysis, knowledge building, and sharing of PM&E activities, contributing to the overall success of the project and the enhancement of M&E capacities within the country office and among national counterparts.
Duties and Responsibilities: The duties and responsibilities of the Project Management and Monitoring and Evaluation Analyst include:
Providing quality support to project monitoring and evaluation activities, ensuring that M&E requirements are fulfilled and reported promptly with quality assurance controls in line with UNFPA guidelines.
Developing monitoring indicators, calendars, field monitoring plans, and quality assurance processes for the KOICA-funded Project.
Leading the creation of baselines, studies, reports, and project tracking plans according to KOICA's requirements.
Integrating relevant project evaluation findings and recommendations into project formulation and reporting.
Providing technical expertise to partners in developing Performance Monitoring Frameworks (PMFs), systems, plans, and Baseline Surveys.
Overseeing KOICA fund expenditure, project costs, and disbursements in relation to project activities.
Producing reports using a results-based management (RBM) approach, including drafting narrative and reviewing financial project reports.
Identifying, documenting, and disseminating good practices and lessons learned from project implementation.
Developing practical capacity development tools and comprehensive training materials. 1
Facilitating targeted capacity building opportunities for staff and partners in the country, focusing on RBM and M&E principles. 1
Fostering a culture of shared responsibility for M&E among all staff through effective communication and training initiatives. 1
Systematizing findings and developing scalable methodology documents for application across other initiatives. 1
Building close relationships with the project team, consultants, advisers, and experts, and maintaining collaborative relationships with government counterparts and donors.
Required Qualifications: The required qualifications for the Project Management and Monitoring and Evaluation Analyst position include:
Advanced university degree or equivalent in public health, medicine, sociology, demography, economics, international relations, international development, public administration, management, or related fields.
At least two years of relevant and increasingly responsible professional experience in planning, monitoring, and evaluating development, health, and/or social programs.
Recognized expertise in planning, monitoring, and evaluation, including sound knowledge of results-based management techniques.
Experience in project design, management, and monitoring.
Previous experience working with the Korea International Cooperation Agency (KOICA) is an advantage.
Knowledge of statistical software (SPSS, STATA, or CSPro) is an advantage.
Familiarity with UN development programs and working procedures, especially UNFPA policies and programming procedures, is an asset.
Educational Background: Candidates must possess an advanced university degree or equivalent in relevant fields such as public health, medicine, sociology, demography, economics, international relations, international development, public administration, or management. This educational background is essential to ensure that the candidate has the necessary theoretical knowledge and understanding of the complexities involved in public health and development programs.
Experience: The position requires at least two years of relevant and increasingly responsible professional experience in planning, monitoring, and evaluating development, health, and/or social programs. This experience should demonstrate a solid understanding of results-based management techniques and the ability to manage evaluations effectively, with strong qualitative and quantitative research skills.
Languages: Fluency in Korean, Spanish, and English is required for this position. This multilingual proficiency is essential for effective communication with diverse stakeholders, including project partners, government counterparts, and international organizations.
