Job Overview: The Provincial Officer serves as the primary representative of the EpiC GHS project at the provincial level, acting as the main point of contact for the Provincial Health Division (DPS). This role involves significant responsibilities in planning, implementing, coordinating, and monitoring all GHS project activities within the assigned province. The Provincial Officer must work closely with local health authorities and partners to ensure that interventions align with national work plans and meet the specific needs of the province. This position requires a high degree of autonomy, team management skills, and technical expertise to effectively respond to epidemic threats and strengthen health systems.
Duties and Responsibilities:
Local Planning: Lead the development and revision of detailed provincial work plans that reflect the objectives of the EpiC GHS project and the priorities of the DPS.
Resource Management: Oversee and track the project budget and operational resources at the provincial level, ensuring compliance with FHI 360 and donor policies.
Reporting: Prepare and submit accurate and timely weekly, monthly, and quarterly activity reports, documenting challenges and successes.
Liaison with DPS: Serve as the main contact between the EpiC GHS project central team and the DPS, Provincial Coordination Office for Response (BCP), and other relevant provincial authorities.
Coordination of Technical Pillars: Ensure integrated and harmonious activities across various technical pillars of the project (Laboratory, Surveillance, IPC/Cas Management, RCCE, Emergency Management) and support the DPS/health zones in contingency planning.
Technical Assistance: Provide ongoing technical assistance and mentorship to the DPS and Health Zones for health system strengthening related to health security" style="border-bottom: 1px dotted #007bff !important;">security.
Epidemic Response: Mobilize and coordinate provincial project teams to support epidemic responses, ensuring compliance with national protocols and project requirements.
Data Collection: Ensure timely collection, verification, and transmission of activity data and performance indicators at the provincial level. 1
Qualitative Monitoring: Conduct field supervision visits to assess program implementation quality and identify adjustment needs. 1
Capitalization: Document lessons learned, success stories, and best practices to contribute to knowledge sharing at national and global levels.
Experience: A minimum of five (5) years of professional experience in managing and coordinating public health projects, preferably in global health security, epidemic response, or health system strengthening. Proven experience working with DPS in the DRC is highly desirable.
Management Skills: Demonstrated experience in managing human, financial, and logistical resources at the provincial level, including budget management.
Technical Knowledge: Strong understanding of health security pillars (IHR/IDSR, Laboratory, IPC, RCCE) and health systems in the DRC.
Language Proficiency: Excellent command of French (written and spoken). Knowledge of at least one local language spoken in the assigned province is mandatory.
Personal Qualities: Autonomy, leadership, excellent communication and negotiation skills with government authorities. Willingness to travel frequently to the field.
Educational Background: Candidates must possess an advanced university degree (Master's or equivalent) in relevant fields such as Public Health, Epidemiology, Health Administration, or Project Management. This educational background is essential to ensure that the Provincial Officer has the necessary knowledge and skills to effectively manage health projects and respond to public health emergencies.
Experience: The position requires a minimum of five (5) years of professional experience in public health project management and coordination. Candidates should have a proven track record in global health security, epidemic response, or health system strengthening, with specific experience working with provincial health divisions in the Democratic Republic of the Congo being highly advantageous.
Languages: Fluency in French is mandatory for this position, both written and spoken. Additionally, candidates must have knowledge of at least one local language spoken in the province of assignment, which is essential for effective communication with local communities and stakeholders.
Additional Notes: The contract duration for this position is until March 31, 2026, with the possibility of renewal based on project needs and funding availability. The role is full-time and involves significant travel within the assigned provinces.
